Medical Officer (Assistant Surgeon) Recruitment :
RECRUITMENT TO THE POST OF MEDICAL OFFICER (ASSISTANT SURGEON) IN GROUP-A (JUNIOR BRANCH) OF THE ODISHA MEDICAL & HEALTH SERVICES CADRE UNDER HEALTH 8, FAMILY WELFARE DEPARTMENT.
Online applications are invited from the prospective candidates through the Proforma Application to be made available on the WEBSITE (opsconline.gov.in) from 19.12.2017 to 17.01.2018 for recruitment to 2173 (Two thousand one hundred seventy three) posts of Medical Officer (Assistant Surgeon) in Group-A (Junior Branch) of Odisha Medical & Health Service Cadre under Health & Family Welfare Department in the pre-revised scale of pay of Rs. 15,600-39,100/- carrying Grade Pay of Rs. 5,400/- with usual Dearness and other Allowances as may be sanctioned by the Government of Odisha from time to time. The posts are permanent.
The Online application must be followed by submission of Hard copy of the same along with copies of certificates/documents by the last date, i.e. 29.01.2018.
VACANCY POSITION:
As per requisition filed by the Health & Family Welfare Department, Government of Odisha, the category wise vacancy position along with reservation thereof is given below:-

AGE:
A candidate must have attained the age of 21 (twenty one) years and must not be above the age of 32 (thirty two) years on the 1st day of January-2017, i.e. he/she must have been borne not earlier than 2nd January 1985 and not later than 1st January 1996. Age relaxation shall be as per Government Rules prescribed for the purpose.
EDUCATIONAL, QUALIFICATION:
(i) The candidate must have possessed M.B.B.S. or equivalent Degree from a Medical College or Medical Institution recognised by the Medical Council of India.
(ii) The candidate must have a valid registration certificate under the Odisha Medical “Registration Rules 1965”; and
(iii) Possessed required conversion certificates recognised by Medical Council of India (MCI) in case of candidate having Degrees from University of Foreign Countries.
EXAMINATION FEE:
A candidate is required to pay a non-refundable and non-adjustable fee of Rs.300/-(Rupees three hundred) only. Candidate belonging to Scheduled Caste/Scheduled Tribe of Odisha and Persons with Disability (whose permanent disability is more than 40%) are exempted from payment of this fee.
The candidates are required to take a printout of the finally submitted Online Application Form for future use and take a printout of Online Challan (Pay-in-Slip) for payment of requisite fee at any branch of State Bank of India (SBI). The fee(s) paid shall neither be refunded under any circumstances nor can be adjusted or held in reserve for any other examination or recruitment.
CERTIFICATES/DOCUMENTS TO BE ATTACHED:
Candidates are required to submit along with the printout/hard copy of online applications, true Copies of the following Certificates and documents duly attested by the Candidate or a Gazetted Officer or Notary Public. The Candidates are also required to mention on each document "submitted by me" and put their full signature and date on the same. They must not attach original certificates with their applications.
Programme for verification of original certificates & mark sheets etc of the provisionally shortlisted candidates will be notified after the Written Examination. The shortlisted candidates shall have to bring with them the original certificates & mark sheets etc. of the attested copies for verification on the date fixed by the Commission.
If a candidate fails to furnish any of the original certificates and documents in respect of the attested copies submitted with the application by him / her, for verification on the date fixed by the commission, his/her candidature will be rejected.
(i) H.S.C. or equivalent certificate in support of declaration of age issued by the Concerned Board/Council;
(ii) +2/Intermediate/Higher Secondary Examination Certificate issued by the concerned Board/ Council;
(iii) M.B.B.S. Degree Certificate issued by the recognized University;
(iv) Mark-lists in support of all the aforesaid Examinations (i.e. H.S.C. to M.B.B.S) passed including fail marks, if any, issued by the concerned Board/Council/University;
(v) List of marks obtained at the M.B.B.S. Degree Examination (from First year to Final year) indicating the chances taken to obtain the Degree issued by the concerned University.
(vi) Two recent passport size photographs (unsigned & unattested) which has been uploaded with Online Application Form).
(vii) OPSC copy of Challan showing payment of fee, wherever applicable.
(viii) Housemanship Completion Certificate;
(ix) Medical Registration Certificate under the Odisha State;
(x) Certificates of conduct from the Principal/Proctor/Dean or Professor in charge of Teaching Department of the College or University in which he/ she last studied;
(xi) Caste Certificate by birth in support of claim as SC/ST / S.E.B.C, wherever applicable;
(xii) Required Odia Test Pass Certificate from the Board of Secondary Education, Odisha indicating Odia as a language subject equivalent to M.E. School Standard or a certificate from the Principal/ Headmaster of the School indicating that the candidate has passed Odia in M.E. Standard; if not passed Odia as a subject in the H.S.C. Exam or equivalent Exam.
(xiii) Certificate relating to passing of the screening test conduct by National Board of Examination as prescribed by the Medical Council of India vide Notification No. MCI-2O3(9) Regn. 2001, dated 13.02.2002 for Medical Graduate passing out of a foreign university;
(xiv) Discharge Certificate of Ex-Serviceman issued by the Commanding Officer of the Unit last served wherever applicable. An Court Affidavit regarding not holding any civil post after retirement from military service.
(Xv) Ex-Servicemen candidate must submit an undertaking that he has not been appointed against a civil post availing quota meant for Ex-servicemen.
(xvi) Permanent Disability Certificate (indicating percentage of disability) issued by the concerned Medical Board, wherever applicable;
(xvii) If a candidate claims to possesses qualification equivalent to the prescribed qualification, the rule/authority (with number and date) under which it is so treated, must be furnished with the print out/hardcopy of online application.
(xviii) The candidates must take utmost care in filling up marks secured and maximum marks against each examination in the relevant table in the online Application Form. The career evaluation will be done as per the data furnished by the candidates. Any mistake in filling up the marks will be at the risk of the candidates.
HOW TO APPLY:
(a) Candidate must go through the details of this Advertisement before filling up the Online Application Form.
(b) Candidates must apply online through the website of OPSC opsconline.gov.in. Applications received through any other mode would not be accepted and be summarily rejected.
(c) Before filling up the online application form, the candidates must go through the following documents available at opsconline.gov.in.
(i) Instructions to fill up the Online Application Form;
(ii) Guidelines for scanning and Uploading of photograph, Full Signature & Left Hand Thumb Impression.
(d) Candidates are required to upload the scanned image of the latest passport size photograph along with scanned image of their full signature and scanned image of Left Hand Thumb Impression (LTI) in the Online Application Form. The Uploaded photograph, specimen (full) signature and LTI must be clearly identifiable / visible, otherwise the application of the candidate is liable to be rejected by the Commission and no representation from the candidate will be entertained.
(e) Candidates should keep at least two copies of the latest passport size photograph which is uploaded on the online Application Form for future USC.
(g) On successful submission of the Online Application form, a Unique Registration ID will be displayed on the screen as well as on the top of the Application Form. Candidates are required to take a printout of the finally submitted online Application Form and put their signature under the Declaration for submission to O.P.S.C. along with copies of requisite certificates and documents.
(h) Candidates are required to send the Printout/Hard copy of the filled in Online Application Form duly signed under the declaration along with OPSC copy of Fee deposit Challan (wherever applicable) and requisite certificates and documents etc. as provided under para-11 of this advertisement, by Registered Post/Speed Post/Courier Service to the Secretary, Odisha Public Service Commission, 19, Dr. P.K. Parija Road, Cuttack-753001, so as to reach the same in OPSC on or before 29.01.2018. Application without signature under the declaration will be liable for rejection.
(i) The envelope containing the printout/hard copy of the online application along with requisite certificates and documents etc. must be super scribed “APPLICATION FOR THE POST OF MEDICAL OFFICER (ASSISTANT SURGEON)”. Application received after the closing date shall not be entertained. The Commission will not take any responsibility, if the application is not received in time.
(j) The candidates are advised to submit the Online Application well in advance without waiting for the closing date to avoid last hour rush. Certificate of Admission to the Examination of the candidates will be uploaded in the Website of the OPSC prior to the date of examination which will be published in the Website and Newspapers.
The candidates are required to download their Admission Certificates from the Website of the Commission and produce the same at the Examination Centre for admission to the examination. No separate correspondence will be made on this score.
