Insurance Services Registration :
The License to CSC e-Governance Services India Limited has been granted on 12th Sept 2013 by Insurance Regulatory and Development Authority (IRDA) to work as an Authorized Intermediary to market specifically approved insurance products through the Rural Authorized Persons (Village Level Entrepreneur’s) under the CSC Scheme of National e-Governance Plan under the IRDA Guidelines on Common Service Centers, 2013.

The License permits both Life and Non Life Insurers in India to Market Retail Insurance Policies and Services through Common Service Centers Network. VLE- s in order to solicit insurance sales and service as Rural Authorized person (RAP) of Insurance will have to comply with all the applicable provisions of the Insurance Act, 1938,the IRDA Act,1999, and the rules, regulations, circulars or guidelines , as applicable, to be issued from time to time.

A VLE is licensed to solicit or negotiate an Insurance policy of, "ALL THE IN SURANCE COMPANIES" with which CSC SPV has an agreement.

Steps for VLE to become a licensed RAP :
1. Enroll for the ‘Insurance RAP Training’ as a student on http://164.100.40.23/rap/Home.aspx
2. Pay a fees of Rs 350/- towards Examination & Licencing
3. VLE gets Login ID & password for RAP training from Team Insurance, CSC SPV
4. VLE to Complete Pre-licensing Education on http://164.100.40.23/rap/Home.aspx , completion of form will also ensure that the right examination is offered to the candidate for the RAP examination.
5. VLE gets intimation for the date of RAP examination from Team Insurance
6. Appear for the Exam on the Scheduled date / Time / Venue
7. VLE to pass the examination.
8. LICENSE by IRDA
9. CSC SPV Signs agreement with VLE for insurance sales
10. Product training by Insurance Companies
11. CSC SPV activates the Insurance services on the service screen on the www.apna.csc.gov.in of Licenced VLE
12. VLE starts selling following insurance
a. Life Insurance
b. Motor Insurance
c. Crop Insurance
d. Health Insurance
e. Cattle Insurance
f. Personal Accident Insurance etc…

I am a VLE and have passed the CCC Exam in C grade held in July 14 and now NIELIT has issued me an admit card to appear in RAP exam which is to be held on 27 Aug 14 while I have neither filled any form to appear in RAP exam nor paid any fee for the same. How it happened?
