Job Description:
The U.S. Embassy in New Delhi is seeking an individual for the position of Cultural Affairs Specialist (English Teaching) in the Public Affairs Section (PA).
BASIC FUNCTION OF POSITION:-
• Under the general supervision of the Regional English Language Officer (RELO), develop and implement projects in India and other countries in South Asia to promote and improve the teaching of English.
• Design and implement PA-India’s English language programs, consulting with the RELO, Cultural Affairs Officer (CAO) and branch PA offices as necessary.
• Liaise with Ministry officials, department heads, teacher trainers, English teaching associations, NGOs and other key Mission contacts nationwide to produce programs that meet the Mission Performance Plan (MPP) goals.
• Advise RELO, PAO, CAO and branch PAO’s on target audiences in India and the type of English teaching event to hold.
• Work with host country counterparts, CAO Programs Section and PA library staff to prepare events/venues.
• Propose U.S. Academic specialist and U.S. speakers specializing in English teaching for the whole region.
• May travel to all parts of India and the region to attend meeting with the RELO.
• Advise the CAO Exchanges section and the U.S. Educational Foundation in India (USEFI) on programs that send Indian English teaching experts to the U.S.
• Visit educational institutions to interview potential candidates and process applications.
• At the RELO’s direction, identify and/or advise on potential host institutions for U.S. English Language Fellows throughout India, negotiate partnership agreements, cost-sharing arrangements, living accommodations and academic workloads as necessary.
• Draft weekly highlights and other reports on RELO-related programs and exchanges.
• Maintain substantive and regular contact with India’s ET community at the ministerial, university and secondary school level, as well as in the private sector to promote American ET methodologies, products and services.
• Attend English teaching workshops and monitor local institutions/classes that receive USG funding.
• In coordination with the RELO and the PDO, track English teaching budget issues and maintain RELO office accounts, such as for travel, representation, books and materials.
• Keep required office records and files, including ET contact database, distribution lists, guest lists, reports etc.
• Back-up RELO when s/he is traveling or away from the office.
• Under the direction of the RELO, Information Officer (IO) and CAO maintain an English teaching component to the U.S. Embassy webpage with links to related sites.
• Advise RELO on dialogues, chat rooms, list-serves and other on-line activities.
• Meet with local media and participate in interviews when appropriate.
WORK HOURS : Full-time; 40 hours/week
SALARY : EFM/NOR: Grade: FP-5*
Ordinarily Resident : Grade: FSN-10*

Desired Candidate Profile:
QUALIFICATIONS REQUIRED:-
1. Bachelor’s degree in English with a certificate/degree in Teaching English as a Foreign Language, Applied Linguistics, or a related field.
2. Three to five years of experience in teaching, teacher training/development or field relevant to language education, and/or educational exchanges. Familiarity with areas of TEFL such as English for Specific Purposes, content-based instruction, curriculum development, testing and assessment, training and professional development.
3. Level IV (Fluency) in English. Must be able to write in complete, coherent text from the paragraph level to full report level with minimal errors in English grammar, syntax and spelling. Be able to translate between Hindi and English.
4. Broad knowledge of the field of Teaching English as a Foreign Language, including modern techniques of methodology and training.
5. Be able to travel throughout India for programming and consultations.
6. The ability to use personal computer databases and packages, software packages such as MS-Word, EXCEL, Power Point, e-mail, and CD-ROM applications.
