SWAMI VIVEKANANDA WEST BENGAL GOVERNMENT MERIT-CUM-MEANS SCHOLARSHIP SCHEME, 2014 :
Application for Swami Vivekananda West Bengal Government Merit cum Means Scholarship Scheme for students of Under-Graduate and Post- Graduate Courses in general education (Arts, Commerce and Science) and other professional courses excluding Engineering & Medical Education Directorate, Government of West Bengal

The Merit-Cum-Means Scholarship Scheme has been introduced for providing financial assistance to the poor and meritorious students of West Bengal. The students of post-Madhyamik levels in regular courses who are domiciled in West Bengal and studying in one of the educational institutions of this State after passing out from the State Board/Council of Secondary/Higher Secondary Education and Madrasah Siksha Parishad or a University of West Bengal, set up by State Act, are eligible to apply for the scholarships.

The amount of Scholarship for different categories are as follows:

1. Under Graduate level Rs.750/- to Rs.1500/-
2. Post-Graduate level Rs.1200/- to Rs.1400/-

Eligibility Criteria :
a) Students annual family income must be Rs.80,000/- or less.
b) Students should satisfy the Category wise eligibility criteria as per the list below:

1. Under Graduate level
1. At least 75% marks, consisting of two language subjects and three best elective subjects.
2. Students who are enrolled in the first year of Under Graduate Courses after passing the H.S. Examination or its equivalent in the same year of application.

2. Post-Graduate level
1. At least 55% marks in Honours subjects at the Graduation level.
2. Students who are enrolled in the first year class of Post Graduate Course in general education after passing the Graduation with Honours in the same year of application will be eligible to apply.

[Candidates opting for the scholarship and found eligible, will not be allowed to enjoy any other Governmental (Central/State) scholarship or stipend for the same course / stage of study. However, one time grant or assistance received from any source, or free or partly free studentship allowed by the host institutions will not debar the students from availing of the benefits of the Scheme. In case of suppression of fact of getting double scholarships from the Government Authorities for the same course of study the scholarships granted shall be cancelled automatically and the scholarships payee shall be asked to refund the amount at once.]

Attachment/Annexure requirement :
For New Application the following documents are mandatory:
1) Income declaration affidavit*.
2) Passport size photograph*.
3) Income Certificate*.
4) Copy of last Marksheet*.
5) Residential proof*.
6) Photocopy of the first page of passbook depicting the A/C no.*.

PREREQUISITES :-
Please have the following items ready before you start filling up your application form :-
1. Valid Email Id

3. Bank Account with SBI or in a Bank with Core Banking facility
4. Required attachments as mentioned in the Service help page

Guidelines for Application :
This document is a step-by-step guideline to apply for Swami Vivekananda West Bengal Government Merit-cum-Means Scholarship for the year 2014-15.
1 Open the Application Home Page
Put the URL https://eservices.wb.gov.in/ in any web browser & press enter to open the Application Home Page:

2 Choose your Application
Click on the application choice from the set of 6 choices of the 4 Directorates as mentioned below:
1. Education Directorate, West Bengal
a. Application for MCM Scholarship of Education Directorate
b. Application for Renewal of MCM Scholarship of Education Directorate
2. Directorate of School Education, West Bengal
a. Application for MCM Scholarship of Directorate of School Education
3. Directorate of Technical Education, West Bengal
a. Application for MCM Scholarship of Directorate of Technical Education
b. Application for Renewal of MCM Scholarship of Directorate of Technical Education
4. Directorate of Technical Education & Training, West Bengal
a. Application for MCM Scholarship of Directorate of Technical Education & Training (For Polytechnic Students) Select the appropriate application link (outline in Red colored rectangle in the figure above) for which you want to apply & click on it.

3 Application Submission
When you click on any Application link of your choice, a new page opens with the following options:
1. Apply Electronically Online in English or Bengali This link helps you to submit the application electronically in Bengali or English. Click on any one link to proceed further.
2. Apply Electronically Offline in English
This link helps you to download & submit the application electronically in English using electronic offline forms. These forms are to be downloaded in your system first. Then you need to edit the form & save. Upload the saved form electronically & submit.
3. Apply manually on paper in English or Bengali
The links in this section helps you to download PDF forms to the local system. Print the form in white foolscap paper, fill it up manually and submit to the respective Directorates.
Hover your mouse pointer to see the contents of each horizontal bar on the web page.
Read through each of them before you proceed further.

4 Apply Electronically Online in English or Bengali
The following section will guide you through the steps for submission of application electronically online (either in English or Bengali).
To submit the application in Bengali, please refer to Annexure – 3 for the guidelines to use Bengali Keyboard.
4.1 Get the application Login page
When you choose option either “Apply Electronically Online in English” or “Electronically Online in Bengali” by clicking the appropriate link, the Application Login page appears.
4.2 Register your user credentials
First time users need to Register themselves and create User Name & Password to access the online application page. This is required to submit an application online.
The steps for User Registration are as follows:
1. Click the link “Create New Account”. The following User Registration page appears:
2. Fill up the required details & save.
3. On successful registration, you will receive confirmation of Registration
4. Registration details are sent Email account & in your mobile as SMS text.
5. The Application Login Page re-appears on successful Registration.
4.3 Login with your user credentials
You need to login using the Registered User Name & Password to get the blank application form of the selected choice of scholarship.
4.4 eForm Fill Up & Submission
On successful login, blank eForm of the chosen application is displayed on the browser window. You need to fill up the form with appropriate information as may be asked for.
Following key points need to be kept in mind to successfully submit an application:
1. Fill up the form for the (*) marked fields as these are mandatory entries
2. Other optional fields may also be entered and will help the official to judge your candidature properly.
3. Upload all the required scan copy of the documents one-by-one as already explained in Annexure –2.
4. Save the form to preview the entered information as well as the attachments uploaded. At this stage, review all the information entered by you and the attachments uploaded to ascertain that the required information has been provided correctly.
5. Submit the form by clicking the Submit button.
4.5 Successful Submission
1. If the submission is successful, a confirmation with the Unique Application Id is displayed on the screen. The display will look like as follows:
2. Preserve this Application Id to check the status of your application processing in future.

5 Application Status Checking
The Unique Application Id will help you to check the status of your application at any point of time during the processing lifecycle.
The following steps will guide you through the status checking process:
Click the option called “Check the status of your application” in the Home page of MCM Scholarship:
You will get the following screen:
Enter the Unique Application Id in the area marked in the above diagram & click search.
The status will be displayed as follows:

6 Submission of Printed Application Form
After successful submission of the Electronic Application Form, you need submit the printed copy of the submitted form.
The following steps are to be followed to print the submitted form:
6.1 Login to your account
Go to the portal home page by entering the URL eservices.wb.gov.in/ in any web browser & press enter.
Click the link ‘Manage your account’ in the portal home page as shown below:
Enter your User Name & Password to login:
Your account home page will be visible on successful login:
Put you cursor over ‘My Account’ to get the option ‘My Submitted Applications’:
Click ‘My Submitted Applications’ to get the list of your submitted applications along with links as ‘View Details’ for each submitted applications:
Click on ‘View Details’ for the required application to see the view page of the submitted application. At the bottom of the view page, you will get an option called ‘Print’:
When you click the Print button, a PDF version of the form will be either visible on the screen or downloaded on your system.
Print this PDF form in a printer (preferably an Inkjet or Laser printer).
Keep the last page with barcodes aside.
You also need to print all the attachments provided in a printer (preferably an Inkjet or Laser printer) or photocopy the same from original documents.
All these printed pages except the barcode page need to be put in an envelope Cut one barcode from the barcode page & affixed at the top of the envelope.
Specify the Directorate Address clearly on the envelope.
Send or drop the envelope at the drop-boxes provided in the respective Directorates.

7 Apply Electronically Offline in English
This link helps you to download & submit the application electronically in English using electronic offline forms. The following screen is displayed:
Download the form by doing right click on the Download link & choosing “Save link as …” option in the selection list:
Save the form (in PDF format) to a suitable location in your desktop.
Open the form from the saved location, edit the form & save the form following the instructions below:
Requirements to work with Offline Forms
The following software is mandatory at the local machine to work with the Offline Forms:
1. To Open & Edit the downloaded Offline Forms, Acrobat Reader V9 or above is required
2. To Save the XML version of the edited Offline Form, any e-Mail Client is required
Edit downloaded PDF Form
1. Open the downloaded PDF form from the saved location
2. Fill up all the required Fields. Entering of data in the (*) marked fields is must.
3. Click Validate button to check whether any field is missed
4. If error is reported, correct at the required places & Press Validate Button again
5. Click OK button in the validation confirmation window
6. Button Save As XML appears. Click “Save As XML”.
7. Check the Internet Email option & Click OK button
8. Choose folder to save & Save the XML form (at the time of saving the entered data as XML, please note the name of the saved form)
9. Close the PDF Form & when asked choose option “No”.

Upload saved XML file
1. In the Apply Offline link of the respective service page, click Choose File button.
2. File selection screen appears
3. Select the saved XML file
4. Click the Upload button to show the Offline Form data on the e-Form screen.
5. The Online screen gets loaded with the data filled-up in the offline PDF as if the form is filled-up online.
6. Check whether the data entered are reflected correctly on the Online eForm page.
7. Upload all the documents that are marked as mandatory (*)
8. Optionally you may also provide documents that are not mandatory.
9. Follow the instructions on the screen to Save the filled up form.
10. Review the saved form Submit.
