Prime Minister's Fellowship Scheme For Doctoral Research :
A Joint Initiative of Science & Engineering Research Board, Department of Science & Technology (DST) & Confederation of Indian Industry (CII) to Build Future Leaders in Industrial Research & Development
Applications are invited from doctoral fellows (in partnership with industry) to avail clouble scholarships In the areas of Science, Technology, Engineering, Agriculture & Medicine
This scheme is open-ended. Candidates can apply anytime during the year.
Eligibility :
Already admitted or enrolled candidates for full-time PhD course in Science / Technology / Engineering / Agriculture / Medicine stream in any recognized Indian university or institute or research laboratory in India.
The enrollment/registration date should not be more than 14 months from the date of application.
They should also have identified an industry partner who is willing to support their research with scholarship amount equivalent to that being provided by SERB.
The proposed research topic should qualify on criteria of industrial relevance.
The candidate should be willing to work in / with industry on specific projects.
The selected Fellow will cease to receive any other scholarship or salary from any source which he / she may be receiving before the award of the Prime Minister's Fellowship.
Intellectual Property Rights :
All issues pertaining to IP arising out of the research project will be decided mutually by the industry partner, institute and the researcher.
All publications / patents by the Fellow, arising from the work under this Fellowship must contain an acknowledgement of funding from SERB, Industry and CII.
Review Process :
The Fellow will be required to submit a written progress report to the Apex Council before 30th July every academic year.
Based on this, there will be an annual review of the progress made.
Subsequent release of funds will be based on the satisfactory progress of the work done and letters of recommendation from research guide and industry mentor / guide.
Transfer to other Institute :
Once accepted, the offer for implementing the Prime Minister's Fellowship at a particular university / institute / laboratory in the country will not be allowed to be transferred to any other university / institute / laboratory.
General Terms :
The Prime Minister's Fellowship shall be tenable for a maximum period of four years or completion of the PhD programmes (i.e. till the final defence of the PhD thesis), whichever is earlier.
It will be the responsibility of the Fellow's guide and the host institute to ensure that if the Fellow leaves his / her institution, or is not dedicating sufficient time or effort to the project, the industry partner, industry mentor and CII will be informed immediately.
If the host institute recognizes that for personal, professional or other reasons the researcher wishes to terminate his / her Fellowship prematurely, then this action should be taken in consultation with CII.
Should the Fellow be unable for medical reasons to pursue his / her studies in accordance with the Terms and Conditions of the Fellowship, he / she must inform CII within two weeks of such a situation coming to his / her attention. In such situations, CII will have the right to defer (for a maximum period of nine months) or close the Fellowship.
In case the partner company withdraws support before the completion of the tenure of the fellowship, the same stands cancelled automatically.
These Terms and Conditions will be governed by and construed in accordance with the Indian Penal Code and all parties will expressly and irrevocably submit to the word of the Apex Council in case of any dispute. If the dispute remains unresolved, then final arbitration will rest with Secretary, DST.
Good practices will be observed in relation to data management, protection and security.
It is the responsibility of the Fellow to inform CII of any change of address, telephone, or e-mail within two weeks of any such change.
SERB and CII reserve the right to revise the Terms and Conditions of this scheme at any time.
Neither SERB, nor CII or Apex Council or the Government of India can be held legally liable for breach of trust by candidates, host institute or industry partner.
Finance / Payment of Fellowship :
Disbursement of Fellowship amount will be subject to the compliance of the host institute with these terms and conditions and to the receipt by CII of satisfactory reports on the progress of the Fellowship. The Fellowship will be paid to the candidate directly, by CII, on a monthly basis.
While the host institute / university shall submit the financial year-wise Statement of Expenditure & Utilization Certificate for each Prime Minister's Fellow attached to them, the Fellow will be required to submit Progress Report every year duly authenticated by the concerned guide and industry mentor.
