Job Description
This position is for an in-country Supplier Program Manager for the P-8 India Program. The candidate chosen to fill this position will act as a liaison between the Boeing U.S based IPT and the five (5) indigenous equipment (Indian Government directed) suppliers. This position will eventually expand to provide coverage for all direct offset suppliers within India supporting the P-8 program. The expectations and responsibilities of this position will be to provide Supplier Management oversight to the Indian supply base and include the following specific responsibilities: On-site presence to assist with management of the overall subcontractor relationship and performance and supporting the IPTs in managing technical, quality, cost, and schedule aspects of the subcontracts. Facilitate the implementation and execution of appropriate Boeing Program Management Best Practices and Supplier Management Best Practices in managing the various Indian supplier subcontracts. Work with other in-country Boeing specialists from other functional disciplines to provide leadership and coordination throughout all aspects of subcontractor relationships and the subcontract management process. Interface with Indian supplier upper management as required to help foster a working together atmosphere to facilitate the success of the Indian suppliers. Assist in implementation of effective EVM, Risk/Opportunity/Issue management, Technical Performance Measurement (TPM) and recommendation and implementation of other unique predictive indicators used with each specific Indian supplier. Assist with recommendations, development, and implementation of Indian supplier performance metrics, and monitoring of performance data. Conduct root-cause analysis, as required, to identify and resolve technical/business issues; identify solutions to establish the basis for recovery plans; communicate across stakeholders to report status and concerns. Facilitate the IPTs with clear definition and flow down of technical, risk management, performance, integrated scheduling and affordability requirements. Assist the Indian suppliers with the understanding and interpretation of all subcontract technical, schedule, cost, and terms and conditions requirements. Actively participate in Program Management Reviews, Technical Interchange Meetings, and Design reviews at the suppliers facilities. Assist in the development, integration, implementation, and management of subcontract management plans, strategies, and processes. Assist Indian suppliers in the development of proposals, as required, in supporting potential future P-8 customers.

Demonstrated ability and experience in working with foreign cultures and with establishing and maintaining successful relationships with international suppliers is highly desired. Thorough understanding of ITAR rules and regulations and Export Compliance. Demonstrated strong leadership qualities and the ability to work with multiple functions and management levels. Excellent verbal, written and interpersonal skills required; with the ability to communicate to management at all levels. Demonstrated track record of successfully working in teams in a collaborative effort to achieve a specified goal. Excellent analytical skills, with the ability to work independently, as well as with a team. Demonstrated project management and problem solving skills and the ability to execute with thoroughness and excellence. Strong understanding of supplier management skills and processes such as negotiations, EVMS, and engineering processes such as requirements development and flow down, release cycle and configuration and data management. Strong organizational and analytical problem solving skills with the ability to see the broad picture in a given business situation. Knowledge of planning, problem solving, decision making, and risk management to assure that subcontractor technical, quality, cost, and schedule performance will support program requirements. Prefer an Engineering technical degree and typically 12 to 15 years related work experience. A Business or Finance master's degree is desired.
