    Gender :
    Gender is one of the components included in the programme, Indira Kranthi Patham. Gender strategy helps SHG women to monitor their social empowerment agenda along with financial agenda, increase their capacities in decision making at different levels, free mobility, having a say in local governance and building a safe environment. Women in groups ensure that basic rights of all SHG women are not violated and that they create support systems like Social Action Committees in every village and Community Managed Family Counseling Centres at every mandal, to help themselves.

    The objective of this component is to address gender issues in an integrated manner as a means to reduce poverty. There is a need to integrate the economic empowerment with other aspects of empowerment such as social, political & cultural aspects. Violence emerged as a major issue and is understood as violating women’s rights to life and livelihood and hence this component offers support to women and strengthens their rights within family and society by providing livelihood, health and legal literacy. Gender Section is helping for building our overall perspective on the issue of domestic violence, problems faced in getting legal aid, motivated government to follow “women to women” approach in solving the problems. Gender group is working closely with Government officials at district level and working to resolve issues of cases of the Domestic violence at the village, mandal and district level.

    Village level Social Action Committees, Mandal level Social Action Committees and District level Social Action Committees formed to deal with the cases related gender discrimination, to act as watchdog committees to monitor MDG goals. SHG members are trained in gender training and selected to work on protection of women’s rights as members in these committees. Help line is established at district level to receive cases on daily basis. After receiving a call, victim is advised what she has to do immediately to protect herself and the case will be informed by phone to the nearest MSAC member for immediate follow-up. The SACs resolve the cases in convergence with the other line departments’ officials, at district level involving the collector, DSP and Judge of the district.

    The functions carried out by the gender component are very sensitive and critical. The women at every level resolve cases in a gender just manner by intervening within the community.

    Functions may include the following activities :
    ** To identify various cases of violence against women like domestic violence, infanticide/feticide and trafficking of girl, child marriages, lack of primary education for girls, dowry harassment, rape and family disputes and resolve the cases.
    ** Women suffering due to alcohol abuse by husbands are being counselled by SHGs and VO level Social Action Committees.
    ** Sex workers and vulnerable groups such as Basivinis, Yanadi and chenchus provided counselling on health and alternative livelihoods.
    ** Police, advocates, health department personnel participate in case resolution.
    ** The Nutrition Centres are established to provide nutritious food to pregnant women.
    ** The Child Care Centres are established to enable the women to go to work and the girls to schools.
    ** Gender division has also focused on providing the training to the adolescent girls on personal hygiene and personal safety.

    The Establishment of the following centres to empower women and provide support to them :
    1. Mandal level Family Counselling Centres
    2. Nutrition Centres
    3. Child Care Centres

    Activities :
    Social Action Committees formation :
    11832 Village level Social Action Committees, 516 Mandal level Social Action Committees and 4 District level Social Action Committees formed to deal with the cases related gender discrimination, to act as watchdog committees to monitor MDG goals. 85546 SHG members who received gender training and selected to work on protection of women’s rights as members in these committees.

    A social agenda was developed to address gender issues and District level Gender Resource Groups (GREGs) were created with women activists, old SHG leaders, NGOs. These GREGs provided gender training based on “woman’s life cycle” to all SHG leaders in mandal samakyas, resulted in the formation of Social Action Committees to implement the social agenda. All the Staff in 22 districts – Community Coordinators, Assistant Project Managers, District Project Managers was sensitized to gender issues through training based on “project cycle”, which helped in a situation where demand was created from below and staff was able to respond with in the project.

    Training to SACs :
    The series of capacity building programmes provided to Mandal level SACs included gender training, awareness on women laws, counselling skills, negotiation & conflict resolution skills, exposure to systems and visits to the NGOs implementing similar programmes. With this intensive trainings, Social Action Committees became very active, started taking up a number of gender specific issues, preventing and dealing with domestic violence, violence against women, child marriages, child labour, trafficking of women, providing support to young widows, creating awareness on HIV AIDS. The training of counsellors and gender community resource persons led to a quick response to prevent violence in 14 districts.

    Resolution of cases :
    Mandal level SACs have received a total No of 17602 cases related to gender based violence, and 12488 were resolved by them, some of them were through court and police. Mandal SACs receive cases on fixed week days at Community Managed FCCs and visit victim. Help line is established at district level to receive cases on daily basis. After receiving a call, victim is advised what she has to do immediately to protect herself and the case will be informed by phone to the nearest MSAC member for immediate follow-up.

    MRO, MPDO, CDPO, SI and a local NGOs also are part of the FCC along with SHG women in MSAC, help the victims by providing different services while resolving the case like Ration card, NREGS job card, or work under NREGS, school or hostel for her children, medical care and shelter etc. MSAC members do negotiation, help to file case in police station or take the case to the lawyer or court, provide a loan for income generation etc apart from linking up with the mentioned services. MSAC members get the victim her maintenance or permanent alimony through their negotiations with the other party. In such cases MSACs take help from the officers to check the assets’ ownership and register them in the victim’s name legally. In many cases MSACs resolve the cases by removing misunderstanding between couples in such cases also they follow up the cases even three years to ensure safety to the women.

    To speed up the justice MSACs are organizing Adalaths in coordination with Legal aid cells in the districts.

    Stop child Marriages :
    More than 5000 child marriages were stopped over a period of 4 years. During the marriage seasons SACs conduct campaigns, identify the families who are going to conduct these marriages with the help of VO SACs, School Children and Anganwadi workers. Gender CRPs counsel the parents and children who are going to be married. Arrange a daily or weekly “Tamaku” in the village with the help of Sarpanch, inform all the villagers that child marriages are illegal, and what law says.

    Collector conduct meetings with all the officials in the district and inform not to issue false age certificates, allocate work to different departments what they have to do to stop the group marriages at the venue, constitutes committees with MRO, MPDO, SI and SHG Women (Gender CRPs).

    Finally, when the marriages happen, these committees visit the home or temple venue, and stop the marriage. When the marriages are held in groups at temples, these teams sit at the temple venues; check every bride and bride groom’s age with the help of Doctors teams. They check the age certificates also. Normally children go back home with parents, followed up by SHGs and Sarpanch. Some girls are sent to DRDA or Women & Child welfare Dept’s vocational training programmes or hostels to continue their education.

    Stop trafficking & Child labour :
    VO SAC selects a member in every SHG as a Gender Point Person. This Gender Point Person will initiate three items in all SHG meetings.

    1. She will get every member do Gender Pledge :
    ** I will get my daughters marry after 18 years old only
    ** I will send all my girl children to school
    ** I will resist all types of violence on women

    2. She will do gender enquiry about domestic violence, health, education of girls, Migration on work. If any woman or girl left the village on work she will enquire and get the information where she has gone, whether she is safe in her work place etc.

    3. She will give information about one particular point of Social Agenda, which she learnt in that month at village level gender forum.

    In every village 20 to 30 SHGs are existed. VO SAC will form a village level gender forum with all these Gender Point Persons. Monthly once this forum has a meeting and learn one Social Agenda point. Every SHG Gender Point person will report the status of the SHG women in her group. If there are any cases they will make a plan to deal with that case. If they could not resolve the case they will send the case to MSAC through their VO leader.

    8000 girls belonging to the poor were sent to corporate schools for intermediate course to pursue their higher education. In tribal areas SACs are monitoring quality education in government schools with the help of NGOs.

    14229 single, widowed women were identified and linked to school for their children, and pension scheme.

    In the vulnerable areas of the state from where women are being trapped in trafficking, 53663 SHGs received Rs. 651.35 crores in 2008-09 and 4610 groups received Rs.57.63 crores in 2009-2010 up to September as loans under bank linkage programme of IKP.

    Stop selling, killing & abandonment of girls :
    Women and Child Welfare Department in AP started Cradle system in hospitals to protect the girls from infanticide and selling of babies. But this is creating more problems in practice, many of them leaving their children and the option is equally bad, abandoning of girls in cradle. After leaving in the cradle also no body is looking at them immediately, the child is suffering without food, water etc, deaths are also occurring in such situations.

    MSACs appointed two members for 24 hours watch at cradles. In last 6 months they dealt with 26 cases. In 16 cases they could convince the parent to take back the child home and to take care of the girl. In 10 cases they could not convince the parents because they were highly motivated to leave the child. But in all these cases they could protect the children from the death. They gave milk and water to the child in the cradle. They could help the parents with 6 months ration for the family and supplying daily milk to the children in the cases of taking back home. MSACs counselled the men in these cases to get the family planning operation.

    The family which has more than 2 girls is high risk family. 6788 such high risk families were identified and they were linked to Rice credit lines and NREGS works :
    ** The family which has more than two girls will be considered as high risk family and financial support will be provided to such families through SHGs.
    ** Identify out of school children and send them back to school and link them up with hostels where ever possible.
    ** Pregnant & lactating women will be linked to NREGS/ICDS to receive nutrition supplements and to Rice credit line programme of SERP.

    With the sense of empowerment women started self provisioning by setting up day care centres, nutrition centres for women and children, implementing rice credit lines and food security programmes. 609 Day care cum Nutrition Centres are run by SHG women, reported 99% safe deliveries and 90% normal deliveries among the women enrolled in these nutrition centres. 1170628 families in 124650 SHGs in 8,902 VOs were provided food security by September 2009.
