It is rightly stated that today’s children are the builders of tomorrow and the leaders of future. Maharashtra state has more than 4 crore children under age of 18 years, which constitutes more than one third of the total population of the state.

‘Sarva Shiksha Abhiyan’ a comprehensive and integrated flagship programme of Government of India has entered its 12th year in 2012-13 and the work has really caught on with the passing of Right of Children to Free and Compulsory Education (RTE) Act (2009). Maharashtra Prathamik Shikshan Parishad (MPSP) is a Government of Maharashtra undertaking which is looking after the effective implementation of this SSA programme in the State.

The gigantic dimensions of the SSA programme and the financial implications call for meticulous planning and rigorous appraisal. Proposals for Annual Work Plan and Budget for 2012-2013 constitute Universal Access and Retention, Enhancing Quality, Bridging gender and Social Category gaps, Community Participation, School Infrastructure, Management and Monitoring with special focus on 14 districts. Rigorous input has been sought from schools at village level to ensure sound data and planning inputs have been taken from School Management Committee via School Development Plans.

We hope that with each passing year, we are able to realize this dream of making elementary education available for all, take the literacy rate of the state to new heights and empower the people of Maharashtra and our country.
