1. The provisional result of the Competitive Examination for the post of Assistant Inspector of Motor Vehicle, Class-III, (Advt.No.9/12-13) held on 30-9-2012 was declared on 3-4-13. As per this result, the applications of the candidates who were declared provisionally successful, were scrutinized with reference to the provisions of the Recruitment Rules, Recruitment (Examination) Rules and Advertisement. The Physical Measurement Test of these provisionally successful candidates was conducted during 12-4-13 to 22-4-13. In view of the above scrutiny and physical measurement test, the final result is declared as under, taking into consideration the number of posts advertised for each category, the final marks obtained by the candidates and the requirements of the Recruitment Rules / Recruitment (Examinations) Rules and provisions of the Advertisement.
2. (i) The Reserved Category Candidates (SC / ST / SEBC), who get either equal or more than minimum marks fixed as qualifying standard for general candidates, and have not availed of any relaxation in age, qualifying standard etc. have been selected against unreserved posts, as per the Government circular, G.A.D. No. PVS- 1099-MM-l3-G4 dated 29-01- 2000 and PVS-102003-900-G4, dated 23-07-2004. Accordingly, SEBC candidates shown at Merit Nos. 10, 12, 14, 24, 31, 33, 34, 35, 39, 41, 47, 50, 60, 61, 63, 68 and 72, S.C. candidates shown at Merit Nos. 5, 6, 7, 15 and 67 and S.T. candidates shown at Merit No. 56 are considered as General category candidates.
(ii) The Reserved Category Candidates (SC / ST / SEBC) who have secured their place in the Merit List of General category, but have availed the benefit of relaxation for the respective reserved category have been selected as Reserved Category candidates for the respective category. Accordingly, SEBC candidate shown at Merit No. 29 and S.T. candidate shown at No. 71 are considered as reserved category candidates in their respective categories as they have avail the benefit of age relaxation
(iii) In case of equal marks, the merit is assigned taking into consideration the date of birth (i.e. preference is given to the elder).
3. The following details are, at the time of declaration of this final result, relevant in respect of certain candidates who are treated as ineligible for the examination for one reason or the other. The brief details of these candidates are as under;
(i) All the candidates who had applied online were allowed to appear for the Written Examination without any scrutiny of the details given in the online applications. All the candidates were allowed to appear in the written Examination subject to the verification of the documents / certificates sent by them along with the application forms. The candidates, who were declared successful in the written Examination, were asked to send the application forms with all the requisite / stipulated documents / certificates etc. On scrutiny of the applications, it was found that the sports certificates / Sports details sent by 4 candidates were in order, whereas the sports certificates/sports details sent by some candidates were not in conformity with the norms proscribed by Government, under General Administration Department Circular No.CRR-1077-2660-G2 dated 25-02-1980. A good number of candidates conveyed in writing to the Commission that they had inadvertently tick-marked the “Sports Column” in the online application.
(ii) The candidatures of 67 candidates have been cancelled by the Commission as they are over-aged or do not posses the requisite education qualification or do not posses requisite physical standard or did not remain present for physical measurement test. The necessary Orders for cancellation of their candidatures have been issued by the Commission separately.
4. Out of the total candidates called for the physical measurement test at the office of the Commission at Ahmedabad, in 21 cases relating to “Eye Vision and Color Blindness”, it was found that further medical investigation/ examination would be required. The concerned 21 candidates were, therefore, asked to remain present in M. & J. Institute of Opthalmology, Civil Hospital compound, Ahmedabad on an appointed date. The Director, M. & J. Institute of Opthalmology, Civil Hospital compound, Ahmedabad has certified that they are temporarily fit for one year. In view of this medical certificate, given by the Director, M. & J. Institute of Opthalmology, Civil Hospital compound, Ahmedabad, the Commission has decided to recommend the names of these 3 candidates with a condition that they would bound by the decision by the Government that may be taken in future.
5. With regards to women reservation as provided for, in the Government Notification, G.A.D. No. GS/97/13/CRR/1096/2213/G-2, dated 9th April 1997 and G.A.D. Circular No. CRR/1096/2213/G-2, dated 22nd May, 1997, 44 women candidates (General-22, SEBC-12, S.C.-03 and S.T. -07) are required to be selected. As against this, 03 women candidates of General category at Merit Nos. 78, 79 and 83, have been selected. The required number of women candidates of all the categories could not be selected even after relaxing 10 % of the cutoff marks (qualifying Standard) of their respective categories. As per item No. 02 of the G.A.D. Circular No. CRR/1096/2213/G-2, dated 22nd May, 1997, against the 41 remaining posts reserved for women candidates of all the categories, male candidates of their respective categories have been selected.
6. This result is subject to final decision in the court case No.MCA-2613-2012 in LPA-962/2011 in SCA-2885/2012.
