Job Description
Lead a team of engineers and designers in carrying out detailed engineering work for large sized projects assuming entire responsibility for conceptual and detailed design (Concept, Front End or Basic, Material, Stress Analysis, Layout Engineering, Coordination of 3D modeling) and provide necessary technical information for procurement in compliance with tender specifications/data sheets and within budgeted man-hour and project schedules.
-Review the ITB (Invitation To Bid) documents submitted in the proposals stage, issue inquiry requisitions, review techno-commercial vendor offers, prepare equipment, material and man-hour estimates.
-Review contract requirements for project execution, organize the preparation of the Technical Document Register (TDR), identify requirements and scope of work; review specifications Process Data Sheets (PDS), Piping Material Specifications (PMS), Piping & Instrumentation Diagrams (P&ID’s), Plot plans, General Arrangement (GA) drawings, Review Philosophies, Area Classification Drawings, Fire and Gas Detector Layout Drawings and other relevant documents. Establish contract review criteria, identify and resolve discrepancies and divergences from original proposal through the instigation of technical queries to projects/client.
-Verify and conceptualize the most optimum work route. Identify a clear scope of work/supply and accordingly plan/schedule the engineering activities and manpower resource. Identify and quantity total number of engineering deliverables, man-hour allocation, format of delivery, time schedules and other requirements for execution of the work.
- Coordinate with projects and planning on project time schedules, establish target completion dates, ensure target dates are achieved.
- Develop Manpower charts and schedules, recommend, assign and distribute manpower for the execution of engineering activities within budgeted projectman-hours. Recommend cost effective measures to reduce overall manpower costs. Assign personnel to the various activities; layout, material, stress and 3D works.
-Supervise the preparation of stress analysis reports in CAESAR II software and Modeling works in PDS, ensure that isometrics are updated as required. Monitor the identification of stress factors and layout feasibility, resolve design irregularities. Provide stress and piping loads to civil engineering group, coordinate on technical issues as required.
- Direct and monitor Material Take Off (MTO) activities, identify irregularities and shortfalls, take corrective action as required.
- Administer the preparation of Purchase Requisitions for the procurement of equipment and materials. Review vendor quality plans, ensure vendor equipment’s compatibility and compliance with the scope of client specifications. Coordinate with procurement, ascertain expedite of materials and equipment to site.
- Monitor the issuance of engineering deliverables, supervise the preparation of IFD’s “Issued for Design” and IFC’s, “Issued for Construction” documents encompassing the support standard document, plot plans, locations plans, piping plans, isometrics, material requirements and other related plans and documents.
- Interface and regularly meet with client and vendor representatives, conduct internal staff meetings, ensure the progress of project in accordance to schedule, allotted man hours and budgeted costs. Coordinate with projects and planning departments on schedule related issues. Update TDR progress reports through the use of PETROCEPT software.
- Participate in meetings with client, vendors and other discipline engineers, clarify and ensure vendor specifications meet with client requirements in a cost effective manner.
- Ensure compliance with Company’s ISO Quality procedures. Coordinate Internal and Client audit requests, facilitate audit procedures of engineering systems within the department.
- Participate in employee performance evaluations, establish performance criteria, identify employee strengths and weaknesses, recommend training and development requirements.Support and assistance to direct supervisor on technical and non-technical issues.
Desired Candidate Profile
Bachelors Degree in Mechanical with a minimum of 15 years of related petrochemical experience preferable from a background in working for consultancy organizations in the EPC of the Oil and Gas Industry.
