Major Duties and Responsibilities:
1. Establish and maintain regular contact with government officials, project/ programme implementors at state and district levels, staff of training and research institutions through joint visits/consultations.
2. Monitor programme implementation to help in solving problems, promote implementation of the set of health services for child survival, safe motherhood and disease control and foster an alliance to meet the goals.
3. Collaborate with the government to identify interventions and activities necessary for the improved planning, implementation and monitoring of young child survival, safe motherhood and disease control in both rural and urban areas. Provide technical assistance and support to the project implementing authorities in the effective conduct of identified and agreed upon activities.
4. Develop plans for area-specific Maternal Child Health interventions to scale-up immunization coverage as well as coverage with a package of interventions and disease control and support the activities therein.
5. Undertake responsibility for developing project-specific workplans and activities, monitor and implement the activities which include conducting of workshops, meetings and training programmes.
6. Extensive field visits for review and spot checks, compiling progress reports and input-output statistics and analysis with specific reference to young child survival and safe motherhood.
7. Provide technical support for the planning, implementation and monitoring of training activities, awareness building (social communications) activities particularly with reference to young child survival, safe motherhood and disease control and to promote concepts of promotive/preventive family and community and health. Identify training needs, prepare training plans and improve quality of training.
8. Effectively deploy innovative training methodologies and effective methods for planning evaluation and designing of social communication interventions in support of the above and facilitate the production and use of training materials. Provide managerial and technical support for the cold chain and health equipment management and maintenance system drawing upon the expertise of the states wherever possible. Support the development of an adequate and reliable management information system for young child survival and safe motherhood.
9. Also coordinate with governments in conducting coverage evaluation surveys, EPI reviews, and set up surveillance systems for vaccine preventable childhood diseases. Operationalize plans for disease eradication and control with specific reference to poliomyelitis, neonatal tetanus, measles, diarrhoea and pneumonia as well as other diseases of public health importance. Support the establishment of system to ensure sustainability of immunization services.
10. Act as a resource person on Health to colleagues and also coordinate as well as monitor the programme in the state.
11. Promote intensive and innovative activities to bring about qualitative improvements in health care development for young child survival, safe motherhood and disease control.
12. Support community involvement in health care and promote operations research in health.
13. Support district level initiatives of improved quality of health care for mothers and young children as well as innovative initiatives for community involvement and intersectoral action for health.
Minimum Qualifications and Experience:
1. University degree in Social Science or Medial Sciences.
2. Post Graduation in Community Medicine or Public Health or Community Health Administration is essential.
3. At least five years experience at National/State level in programme development, monitoring and implementation of primary health care programmes including experience in field-based implementation.
4. Managerial and analytical skills are essential attributes.
5. Fluency in English and Hindi or appropriate regional language.
6. Current knowledge of development issues, policies, as well as social programming policies and procedures in international development cooperation in the area of health. Managerial, analytical, negotiating, communication and advocacy skills.
7. Good training ability. Knowledge and use of standard office automation applications related to word processing, graphics presentations etc. as well as Management Information Systems and databases.
8. Knowledge and training on use of workplanning tools an asset.
9. Ability to work harmoniously in an international and multicultural environment.
