BIOPROCESSING UNIT
(An Autonomous Institute of Department of Biotechnology)
RECRUITMENT OF ADMINISTRATIVE, FINANCE & ENGINEERING STAFF BY DIRECT SELECTION or ON DEPUTATION BASIS
The Department of Biotechnology, Government of India is establishing the BioProcessing Unit (BPU), an autonomous institute in the "Knowledge City", at Sector-81, SAS Nagar, Mohali (Punjab). This futuristic innovation institute of its own kind in the country would link the innovations and emerging technologies with entrepreneurs in the area of bioprocesses and bio-products. To realize its vision and steer its mission, the institute would be recruiting scientific, technical, administrative, finance and support staff. In this round of recruitments, the institute invites applications for the following administrative, finance and engineering positions:
Name of the post : Senior Manager (Administration & Finance)
PB-4 : Rs. 37400-67000 with Grade Pay of Rs. 8900

Age limit : 50 Years
Essential Qualifications :
Educational : At least Post Graduate Degree from a recognized university/institute
Experience : Administration, estate and office management, infrastructure, finance, stores, governmental/society/Company rules and regulations etc.):
(i)Officers holding analogous posts on regular basis under the Central or State Government or Autonomous or research/academic organisations/establishments OR
(ii)At least two years of service in Grade Pay 8700 in PB-4 (Rs. 37400-67000) and rest in immediate lower Grade Pay in such organizations as above (i); OR
(iii)At least 5-years of experience in PB-3, Grade Pay 7600 in such organizations as above (i); OR
(iv)At least 10 years experience at the level of GM or equivalent in a PSU/multinational company of repute.
Desirable Qualifications :
(i)Work experience in technology driven institutions or industry and/or
(ii)Excellent past performance record involving administrative and finance planning in reputed organisations, campus development and liaison with knowledge based R&D industry, development authorities and/or
(iii)Demonstrated and substantial result-oriented experience of working at the interface of multiple governmental bodies/institutions/agencies and/or
(iv)MBA/Member of the Institute of Company Secretaries of India.
Job Description : To function as the senior officer in the administrative group to help Chief Executive Officer of the Institute in setting up the administrative machinery, campus, infrastructure and facilities for time-bound progress on institutional tasks and delivery of results oriented to infrastructure development and realization of mandated vision and mission of the Institute, other special/specific tasks of administrative & finance domain assigned by the CEO.

Essential Qualifications :
Educational : At least Post Graduate Degree from a recognized university/institute
Experience (Administration) :
(i)Officers holding analogous posts on regular basis under the Central or State Government or Autonomous or research/academic or organisations/establishments OR
(ii)At least 4-years of service in PB-3 scale 15,600-39,100 plus Grade Pay 6600 or equivalent in such organizations as above (i); OR
(iii)7-years of service, out of which minimum 2-years in Grade Pay 6600 and rest of service in immediately lower Grade Pay in such organizations as above (i); OR
(iv)9-years of experience in supervisory capacity in administration, recruitment, establishment matters, in a reputed private sector company.
Desirable Qualifications : A degree in law/exposure to corporate law/MOU documentation /Intellectual Property Rights etc.
Job Description : To work as a lead functionary for the administrative works/issues of the institute and ensure time-bound completion of the tasks as per Government of India rules and provisions and to help CEO in running of the institute with respect to seamless progress of campus development and institutional technical/innovation program/initiatives; other special/specific tasks of administrative domain assigned by the CEO of the institute.

Essential Qualifications :
Educational : Post Graduate Degree OR CA/ ICWA/MBA (Finance) OR SAS of IAAS or Company Secretary from a recognised university or institute
Experience (Finance) :
(i)Officers holding analogous posts on regular basis under the Central or State Government or Union Territories or Autonomous/Statutory organizations or research/academic institutions or other public sector establishments
(ii)At least 5-years of service in PB-3 scale Rs.15,600-39,100 plus Grade Pay 6600 or equivalent in such organizations as above OR
(iii)7-years of service, out of which minimum 2-years in Grade Pay 6600 and rest of service in immediately lower Grade Pay; OR
(iv)9-years of experience in supervisory capacity in Finance in a reputed private sector company.
Desirable Qualifications : Knowledge and experience with government finance rules, public-private partnership programs/provisions, Society and Company finances/Business Models.
Job Description : To help CEO as a lead functionary of budgeting, financial expenditure/ control/management etc. of the institute as per Government of India rules and provision for smooth and efficient execution of the campus development activities and institutional technical mission programs, besides other regular financial tasks; other special/specific tasks of financial domain as assigned by the CEO of the Institute.

Essential Qualifications :
Educational : BE/B.Tech in Civil Engineering
Experience : At least 7 years experience of working in a Government or Semi-Government or a reputed private organisation or a Public Sector Undertaking
Desirable Qualifications :
(i)Diversified working knowledge in engineering covering civil works planning, designing, supervision, quality control, basic understanding and solution-centric knowledge of collateral engineering issues (electrical, air-conditioning, safety, tele-communication etc.) including their maintenance
(ii)Lead role in the execution of at least one major construction project, preferably related to an academic/research/Industry campus development.
Job Description : Planning and supervision of civil, electrical, air conditioning and safety aspects in construction of the institute campus and maintenance of research laboratories, residences, other campus utilities, services etc. Responsibility of tendering quotations, liaise with institutional consultants in finalization of designs, preparation of tender documents for works and purchases, monitoring, executions, certifying BOQ and payments as per governmental procedures.
Selection Process :
The applications received against the advertised positions would be screened by a Screening Committees constituted for the purpose. The candidates short-listed by the Screening Committee on the basis of qualifications, nature and quality of experience etc. would be called to appear for an interview before a Selection Committee for the final selection. In the event of none of the interviewed candidates is found suitable for the position(s), the post(s) would not be filled
