    Job Description
    Purpose of Job
    All the crude production in Brunei is produced through the Seria Crude Oil Terminal (SCOT), exporting around 200,000 bopd. The facilities are aging and several projects are underway or being developed to rejuvenate the terminal or add functionality (e.g. water injection) or capacity. To extend the terminal operations the migration of the C&A infrastructure to Foundation Fieldbus is proposed. This migration needs to be implemented as a separate project under the management of the Sr. Project Engineer. The C&A migration project is currently part of the SCOT Phase 3 Rejuvenation Portfolio. It is planned to be handed over to the Project Team in Q4 2008 for the Basis for Design and managed as a separate project from there on.
    The Senior Project Engineer will be the single-point accountable person for the C&A platform migration project responsible for ensuring that the project is defined, funded and executed safely, in time and within budget. The project may be executed in various phases (new field auxiliary rooms; new control room building; field re-instrumentation). The PE will be responsible for the overall completion of these phases and integration with the ongoing projects and operations, as per the migration strategy and Basis for Design.
    The project will be executed within the MPO department (Onshore Major Projects). Project support such as HSE, CSR, Materials coordination, QAQC etc will be provided from within MPO on either a shared or dedicated basis.
    Principal accountabilities

    - Complete the Basis for Design document with support from the inhouse matrix team of design engineers.
    - Complete the Contracting Strategy and seek Tender Board endorsement.
    - Develop the Project Execution Plan and seek line endorsement.
    - Ensure that the resources and SOW are agreed for the Conceptual Design. Complete the design as per schedule. Design party is subject to contracting strategy.
    - Ensure a L3 budget estimate is prepared and approved prior to FID.
    - Ensure a L3 Project Schedule is prepared and a baseline is approved prior to FID.
    - Develop the budget request for the project for DRB4 endorsement (IRE or GIP). Assistance will be provided from MPO/1, MPO and MPS/4.
    - Ensure contract(s) are in place for the execution of the project immediately after FID. The contracting strategy will determine if these are existing or new-tendered contract. Assume Contract Holder or Company Representative role where required.
    - Ensure that design, procurement, construction and commissioning activities are carried out as per the project schedule and as per the contract(s).
    - Responsible for progress management e.g. reviews, meetings, reports, schedule updates.
    - Responsible for HSE management and compliance with BSPâs HSE MS requirements.
    - Responsible for Change Control e.g. adherence to BSP-12 Proc.14.
    - Responsible for managing the project within the approved budget and ensuring that payments are made in time and LCF and commitment reporting is updated monthly. MPS/4 will assist.

    JOB RESPONSIBILITIES :
    As adviser to site project management for all safety issues
    Perform regular safety surveillance and inspection at works site
    To raise the level on safety awareness to all the workers at site
    To organize /HSE Committee meeting conduct tool box meeting /HSE audit / inspection at site
    To conduct HSE induction to all new staff / employees
    To investigate and prepare all incident and accident report
    Prepare and submit daily/monthly report and statistic
    To kept and maintain all HSE documents at all time to time
    Coordinate of the emergency with ERT
    To review all documents related safe work method/procedure
    To conduct gas test / inspection for confine space works
