    National Horticulture Mission Schemes:
    1. How Horticulture Crops are beneficial than traditional agronomical crops :
    1. High productivity
    2. Per unit income is more
    3. Intercropping is possible
    4. Export value
    5. High demand because of protective food.

    2. What is meant by NHM :
    The National Horticulture Mission (NHM) was launched in the Maharashtra since 2005-06 with the objective of bringing a holistic and integrated development in the Horticulture sector. It is based on cluster approach, focused development of selected crops, improvements in production and productivity, adoption of good agricultural practices aimed at promotion of exports & thrust on Post Harvest Management.

    3. What is the difference between NHM & NHB scheme- :
    NHB :-
    1. Integrated project approach with 20% subsidy for all components limited to Rs. 25.00 lakhs per project.
    2. Bank loan for all project is necessary
    3. All proposals are project based.
    4. Project costing up to Rs. 10.00 lakhs sanctioned at state level.
    5. Cost per unit for plantation is at higher side e.g. for fruit crops, ranges from 1.00 lakh to Rs. 3.20 lakhs, for protected cultivation it ranges from Rs. 40.00 lakhs to Rs. 61.00 lakh/acre.
    6. Purchase of land is eligible for subsidy.

    NHM :-
    1. Subsidy limit ranges from 25% to 100% for different components
    2. For pack house component upper limit for subsidy is Rs. 62,500/-.
    3. Bank loan is compulsory for credit linked proposals only.
    4. Rejuvenation of old orchards is included.
    5. HRD is included as an important component.
    6. Maximum project based and credit linked proposals are sanctioned at GOI level.

    4. Can a beneficiary avail assistance from the NHB as well as NHM :
    Assistance for the same component could be availed from only one source.

    5. May I get assistance for any Horticultural crop under NHM :
    No. The crops eligible for assistance are cluster based and are different from region to region (for details click on crop matrix.)

    6. What is mean by cluster & how much area comes under one cluster :
    A cluster, as considered in the NHM, comprises area of not less than 100 hectares under a Horticulture crop.

    7. What is mean Establishment of Model Nursery and what is assistance available :
    It is one of the component considered for assistance under NHM. The estimated cost of model nursery (4 ha.) is Rs. 18.00 lakh/unit & that of model nursery (1 ha.) is Rs. 3.00 lakh/unit. Under this component, 100% & 50% assistance given to public sector & private sector respectively.

    8. Can farmer have training facility under NHM programme :
    Following are the trainings arranged under NHM to enhance the technical and management skills of the farmers.
    1. Farmers training
    2. Farmers study tour
    3. Training of gardeners & entrepreneurs
    4. Technology dissemination through demonstration/frontline demonstration
    5. Assistance for participation in International exhibition
    6. Udyan Pandit Puraskar

    9. Is it possible to remove middleman between producers and consumer- Can NHM help in this :
    Yes, it is possible to remove middleman between the producers and the consumers. NHM provides assistance for construction of Apni Mandi. Apni Mandi enabling the producers and the consumers to come together without a middleman for marketing function. Model example is that of Market at Hadapsar, Pune.

    10. Is there provision for self employment under NHM :
    Under NHM, Innovative project is one the component under which assistance for following activities is given.
    1. Dehydrated fruits and vegetables
    2. Conversion into pulp/concentrates
    3. Distillation of Aromatic and spice oils
    4. Spice processing
    5. Cashew processing
    The rate of assistance is 25% of project cost or maximum up to Rs. 5.00 lakh/unit. All these units generate employment.

    11. Which are the documents essential for shade net house project :
    1. Application form filled up by farmer/beneficiary
    2. Project Report-project cost, estimate of construction, Quotations/Bills of other expenses.
    3. Letter of Bank regarding sanction of loan.
    4. Bank appraisal report.
    5. 7/12, 8A reports
    6. Recommendation of District Mission Committee

    12. Which are the schemes for Medicinal Plants cultivation :
    Schemes for Medicinal Plants Cultivations are as below.
    1. Promotional Schemes
    2. Commercial Schemes
    3. Contractual Farming

    13. Which are the Medicinal Plants covered under NMPB schemes :
    Project proposals could be submitted in the following designated areas of promotional/Commercial schemes for overall development of Medicinal Plants in general and with special reference to 32 species, prioritized & identified by the Board.

    Proposals could also be taken up for any other Medicinal Plants for which there is assured market.

    14. Which documents required for sanction of proposals :
    There are different schemes under implementation under NHM. Documents required for preparation of proposal vary from scheme to scheme. Details of these given in guidelines.

    15. Where to submit project report :
    The project reports should be submitted to respective Taluka Agriculture office for further consideration

    16. How many times one can avail subsidy under one scheme :
    Assistance for the same component/scheme could be availed only one time.

    17. What is Credit Linked back ended subsidy :
    Assistance for a number of components under NHM, particularly for the private sector involving infrastructure development such as on nurseries, establishment of lab & clinics, post harvest management and marketing is in the form of credit linked back ended subsidy. It means that the beneficiary has to avail loan from the Nationalized Banks/Financial Institution (FI) such as NABARD, IDBI, SIDB, ICICI, SFC, SIDCs, NBFCs, NEDFI, National SC/ST/Minorities/Backward-classes financial & Development corporation other designated loaning institutions of state/uts, commercial/cooperative Banks etc.

    18. How to make project Report :
    The project report shown include following points.
    1. Introduction
    2. Objectives of project
    3. Location of projects
    4. Availability of power, labour etc.
    5. Details of project cost
    6. Source of finance
    7. Cost-benefit Ratio
    8. Analysis of profit & loss
    9. SWOT analysis, if necessary

    19. How much time is required for approval of proposal after submission :
    It depends on
    1. Type of component under which proposal is submitted
    2. Nature of proposal-complete/incomplete according to guidelines
    3. Date of meetings of respective District Mission Committee, State Level Executive Committee and Executive Committee, GOI, New Delhi.

    20. Which are the different schemes under NHM :

    22. What benefits can be achieved under NHM for individual farm pond installation-

    Availability of water for irrigation is one of the most important limiting factor horticulture developments in Maharashtra. This difficulty can be solved through storage of water available during monsoon or from other sources in an artificial low cost community storage tank near the farm and using this water during scarcity.

    23. Is it guaranteed that, my proposal will be sanctioned, if it is according to NHM guidelines :
    If, your proposal found correct as per guidelines, it would be sanctioned.

    24. What is the scheme for fruit processing under NHM :
    One can avail assistance for fruit processing from scheme Self employment & Value addition on field. Under this scheme, credit linked back ended subsidy of 25% of project cost maximum up to Rs. 5.00 lakh per unit is available to Cashew processing, Aromatic distillation, Spice grinding units etc

    25. Is subsidy given in cash or deposited in bank a/c :
    The subsidy amount of sanctioned project is deposited in bank account of beneficiary following due procedure.
