    Subject: - WCO Scholarships for the one year Masters Degree Programme in Public Finance, at the National Graduate Institute for Policy Studies (GRIPS), Tokyo, Japan, from September 2011 to September 2012 – Reg.

    Sir/Madam,

    The World Customs Organization has invited nominees from Developing-country Member Customs Administrations to avail Scholarship for the Masters Degree Programme in Public Finance, from September 2012 to September 2013, at the National Graduate Institute for Policy Studies (GRIPS), Tokyo, Japan.

    2 The scholarship is aimed at promising young managers from Customs administrations who are fully proficient in English and have demonstrated potential for growth and commitment to the service of their administrations. The programme comprises two segments: an academic segment and a practical segment. The academic segment provides rigorous, economics oriented training aimed at developing a broad understanding of the theoretical, empirical and institutional aspects of Customs policy implementation and administration. The practical segment is taught in co-operation with Japan Customs, including the Japan Customs Training Institute.
    3 The relevant Administrative provisions including the conditions of candidacy and selection are enclosed. The conditions of candidacy and selection, inter alia, are:
    a. The candidates should be in good health, and preferably below 35 years of age as of 1 April, 2012.
    b. This Scholarship is for 13 months academic year starting from September. The Scholarship period cannot be extended. The recipients of scholarships under this Programme will enrol for the Master’s degree programme in Public Finance programme at the GRIPS.
    c. Candidates should be Customs officers fully proficient in English. They should have a university degree or equivalent qualification.
    d. They should have at least two-year work experience in Customs, and should have assessed potential for advancement.

    Funds for these scholarships will be provided by Japan Customs under the Japan-WCO Human Resource Development Programme (Scholarship Programme).
    4. It is requested to forward nominations of willing and suitable officers who fulfill the criteria specified by the WCO along with vigilance clearance from your side. The nominations may be sent to the JS (Customs), CBEC so as to reach early, and not later than Friday 30th December 2011. The nominations should be accompanied by the completed nomination form.

    The Master degree programme comprises two segments: an academic segment and a practical segment.     Attached to this letter you will find a set of documents explaining the administrative provisions governing the programme, application procedures and information for applicants from the University. If you would like to nominate a candidate from your Administration for this Scholarship Programme, please complete the nomination form and arrange for the application form with all supporting documents to be completed and returned to the GRIPS admissions office at the indicated address, by 23 February 2012.
