Purpose of the post :
The Security Officer will serve as the security focal point for UNICEF within the India UN Security Management System. The incumbent will address the key security related issues relevant for UNICEF and act as liaison with United Nations Department for Security & Safety.
Under the direct supervision of the Deputy Representative (Operations), the Security Officer will, on a regular basis, carry out the assessment of the status of Minimum Operating Standards of Security and Minimum Operating Residential Safety and Security implementation in India Country Office and make the necessary recommendations. The incumbent will be responsible for both the physical and procedural security arrangements for India Country Office Delhi as well as for providing advice to the Chiefs of State Offices.

Major Duties and Responsibilities :-
1. Conduct regular reviews and assessments of Minimum Operating Standards of Security and Minimum Operating Residential Safety and Security implementation and compliance in the UNICEF office in New Delhi. In conjunction with Department for Security and Safety, make recommendations on which measures need to be taken to ensure full Minimum Operating Standards of Security and Minimum Operating Residential Safety and Security compliance.
2. Conduct regular reviews and assessments of Minimum Operating Standards of Security (MOSS) and Minimum Operating Residential Safety and Security (MORSS) implementation and compliance of all UNICEF state offices, in the country. In conjunction with DSS, make recommendations on which measures need to be taken to ensure full MOSS and MORSS compliance. Provide advice on security and staff security issues to UNICEF management, including Chiefs of Field Offices.

Minimum Qualifications, Experience and competencies required :
• University degree in business administration, political science or related field. Security Training is an essential asset.
• At least four years of relevant experience in security, preferably in the military or police context or related field of work. Experience in a UN, International NGO or diplomatic mission related environment is an asset. Knowledge of the political and security situation in the local area is desirable.
• Fluency in written and spoken English is required. Knowledge of the local languages at the duty station is an asset.
• Excellent interpersonal and communication skills.
• Excellent data collection, analytical and writing skills (in English language)
• Ability to cope effectively with administrative issues.
• Ability to work under stress, and within strict deadlines.
• Ability to learn and organise relevant capacity building of others if required.
• Planning and monitoring skills.
• Proven ability to plan and organize work independently.
• Ability to make timely and quality judgments and decisions or recommendations to the supervisor.
• Essential computer skills.
• Commitment to continuous learning for professional development.
• Ability to work in a multi-cultural environment, and establish harmonious and effective working relationships both within and outside the organization.
