Subject : - Re-advertisement for appointment of 3 (three) consultants for strengthening of a monitoring mechanism for the NEC sponsored projects/schemes in Project Formulation and Quality Management Cell of the NEC Secretariat.

Applications in prescribed format are invited for appointment of 3 (three) consultants in the field of Civil Engineering, Electrical Engineering and Managerial Economics in the 'Project Formulation and Quality Management' (PFQM) Cell in the NEC Secretariat.

The qualifications and duties and responsibilities of the consultants as well as general conditions are given below :-
A. For a consultant in the field of civil engineering and quality management I. (a) Essential Academic Qualifications & Experience (Essential) The candidate should have a B.E/I3. Tech/B.Sc Engg. (Civil)/A.M.I.E (India) or M.E/M. Tech. / M.Sc Engg. (Civil) degree from any recognized Institute/ College/ University. The candidate should have a good knowledge of the Central Government and State Government projects/ schemes/ programmes, project formulation/planning, implementation guidelines, monitoring & evaluation methodologies, preparation of fact-finding reports, monthly progress reports, quarterly progress reports etc. The candidate should have a good functional knowledge of computer in MS Word, Excel and Power Point Presentation. Persons with additional qualifications, research experience, published papers in the relevant field would be preferred.

Duties and Responsibilities :- The Terms of Reference of a consultant shall be as follows:-
He/she shall carry out physical monitoring and inspection of NEC funded projects/ schemes in the 8 (eight) States of the NER.
He/she shall ensure submission of monitoring/inspection reports indicating inter alia, the physical & financial progress, photographs, etc of such civil engineering projects /infrastructures /schemes.
He/she prepare the data base regarding NEC schemes/programmes for easy retrieval.
He/she shall assist in all matters of coordination regarding establishment the PFQM Cell in the Secretariat.
He/she shall carry out feasibility study of projects received as and when required.

Age Limit :
(a) He/she should not be less than 18 years of age.
(b). In case of a retired government servant, he/she should be below 62 years of age as on the date of submission of application whereas in case of an academician/expert he should be below 60 years.

Emoluments : In case of the retired government servants the emolument would be as per the Central Government rules i.e fee plus pension drawn by him/her shall not exceed the last pay drawn. But in case of experts other than the retired Government servant, the monthly emoluments would be Rs. 30,000/- (Rupees thirty thousands) for the Degree holders with PG Diploma in Project Management and Rs 40,000/- (Rupees forty thousand) for Master Degree holders with PG Diploma in Project Management.
