As a Commissioning Manager responsibilities are but not limited to
- Managing and co-coordinating the execution of engineering design and commissioning activities of projects in accordance with contract specification and technical standards. Organizing and implementing systems necessary to monitor and control site activities for achievement of successful commissioning and smooth hand over to user departments in safe and reliable manner.
- The commissioning of L-station phase-11 combined power and desalination plant cap.1200mw (net) and 60 migd water consists of four Gas turbines of Siemens 4000F model 278mwe(ISO) each and two condensing extraction team turbines of cap. 237 mw each and four desalination units of 15 MIGD each. Consultant for the project is M/S Lahmeyer International and main contractor M/S Hyundai-Fisia consortium.
- Review and comment on all construction documents and P&I drawings
- Reviewing of commissioning schedules and project target dates.
- Reviewing the commissioning procedures, drawings, participating plant commissioning review meetings, HAZOP study, and commissioning activities related to power and desalination plant.
- To assist in all the activities which required supervision, coordinate and follow-up with consultant/contractor.
- Coordinate the day-to-day activity related to plant commissioning. Attend site commissioning/erection and other technical meetings.
- Follow-up the tests on completion of the plant. Monitor and report any defect/deficiency in the plant or any deviation from the contractually specified scope.
- Participate in functional tests, initial operational tests and performance guarantee tests.
- Co-ordinate with LDC for commissioning tests. And switching programe etc.
- Prepare weekly, quarterly and annual report of plant commissioning activities in the plant.

Abu Dhabi Water and Electricity Authority, Al Toweled Power Company.
Power and desalination plant consists of total installed cap. Of 1010 mwe and 100 migd water, stage-1 has six steam generators cap 650 TPH, 94 bar, 540c each and six steam turbines of cap 146 MWE each and six MSF desals of 12.5 MIGD each and combined cycle consists of two GE frame 9E gas turbines of 115 MW each, steam turbine of 148 MW, and Alborg make two heat recovery steam generators of cap 400 tph, 91 bar, 540c, Hitachi make three MSF desalination units of cap 7.5 MIGD each. The plant is equipped with latest DCS controls.
As operation engineer, I am responsible for safe, efficient and economical operation of power plant as per original equipment manufacturer operation procedure, to supply uninterrupted and reliable power to grid as per PWPA (Power and water Purchase Agreement).
- Ensure that the operating procedures for the plant are understood, observed and complied with.
- Guiding operators during emergencies for safe operation of plant.
- Raising the defect card to bring the deficiency of equipment to the notice of maintenance staff.
- Make accurate records in the plant log book as to any conditions that may affect the safety of the plant
- Coordinating with maintenance for making availability of stand by equipment.
- Monitoring the efficiency and performance of the plant.
- Ensure that a watch is kept on the condition of all equipments and installations in the plant, take such measures as are necessary to prevent or alleviate any immediate danger to the plant, any condition that may impair the safety of the plant.
- Start-up and shutdown of the units depending up on LDC request as per OEM procedures.
- Maintaining the power and water production as per LDC request within the limits of power and water purchase agreement (PWPA)
- Isolating the equipment for safe maintenance.
- Preparing unusual incident reports.
From 1985-1997
Captive power plant (heavy water plant), Department of Atomic Energy, Govt. Of India.
Heavy water plant has utilities like river water in take pumping station, water treatment plant, light diesel oil storage and transfer systems, compressed air system and captive power plant to supply steam and power to process plant.
The captive power plant consist of three pulverized coal Babcock front fired steam generators of capacity 265tph / 105ata / 485- c each and three extraction-condensing turbo generators of capacity 30mwe each. Power plant is connected with grid at 220kv level. Electrical system consists of 220kv / 33kv / 11kv / 6.6kv / 415v.
The plant is equipped with latest controls like siemens digital distributed controls, data acquisition systems for performance monitoring, electro hydraulic controls for turbine, combustion controls, drum level single element and three element controls.
EHTC for turbine run up control, load control and extraction pressure control, plant is equipped with sequential event printers; process flow diagrams with on line operating data displays. Parameters like pressure, temperature, flow, current, vibrations etc.
Video / hard copiers for taking process display / trend curve display prints at any point of time hourly log / shift log / daily log / weekly log data printers.
Plant utilities consists of
Process plant consists of H2S generation plant used in process for production of Heavy water. Handling 200tons of H2S.Fully aware of H2S safety precautions.
N2 generation plant for purging of lines.
Waste water treatment plant for treating H2S contaminated water before disposal.
From 1994 to 1997
As senior engineer responsible for
- Monitoring the efficiency and performance of the plant.
- Monitoring equipment vibrations, bearing temp. and maintaining the equipment condition reports and breaks down reports.
- Preparing the Boiler Tube Failure reports and suggesting corrective action.
- Preparing and maintaining the plant operation and maintenance procedures.
- Estimation of unit generation cost and heat rate of the turbine cycle.
- Co-coordinating with state pollution control board.(environment)
- Co-coordinating with operation for equipment operational procedure updating.
- Co-coordinating with state electricity board for power demand agreements consists of maximum power demand limit, power factor limits, power import and export limits and penalty clauses etc.
- Preparation of daily / weekly / monthly reports.
- Preparation of loss of generation and unusual occurrence reports.
- Plant safety review committee member to review safety measure taken in the plant.
From 1989 To 1994
Coming in round the clock shifts as shift superintendent of captive power plant and with the assistance of engineers as required, operate and maintain the plant in a safe manner and in accordance with the act and regulations. The measures to be taken shall include but are not limited to
- Direct and supervise power engineers assigned to assist in the operation of the plant.
- Maintain order among any and all persons employed in the plant that are under my authority.
- Ensure that the operating procedures for the plant are understood, observed and complied with.
- Ensure that a watch is kept on the condition of all units and installations in the plant, take such measures as are necessary to prevent or alleviate any immediate danger to the plant, and report the chief engineer any condition that may impair the safety of the plant.
- Make accurate records in the plant log book as to any conditions that may affect the safety of the plant.
- Co-coordinating with process plant superintendent for supply of steam and power.
- Issue of work permits with electrical isolations for safe maintenance of equipment for electrical / mechanical / instrumentation.
- Co-ordination with Load Dispatch Center (LDC).
- Monitoring the efficiency & performance of the plant equipment.
- Follow up with maintenance department for making availability of stand by equipment.
- Co-coordinating the annual overhauling activities while plant is under shutdown.
- Assessing the staff working under me.
From 1986 August to 1989:
Fully involved in the commissioning of utilities and captive power plant as commissioning engineer.
Commissioning of intake water pumps, water treatment plant, air compressors, circulation water pumps for coolers & condensers, light diesel oil unloading & transfer system.
Commissioning of steam generator consists of hydro test, ID fans, FD fans, oil firing system alkali boil out, acid cleaning, steam blow out, safety v/vs floating, coal firing system consists of coal mills 10.5e type, primary air fans, boiler feed water pumps and performance guarantee test as per ASME performance test code PTC4.
Commissioning of turbo generators consists of commissioning of lube system, governing oil system, putting turbine on turning gear, tuning of governing valves, rolling of turbine, over speed test, generator dry out and synchronization, performance test as per ASME performance test code PTC6.
Prepared the commissioning reports, and acceptance test reports.
