Job description: Construction Manager - Bhutan.

Introduction: Assetz is a property development service company with a focus on complex, mixed use, investment grade projects in India. Assetz have been awarded a contract by the Royal Government of Bhutan (Department of Information Technology) to design, build, finance and operate Bhutan’s first IT Park. Assetz have created a special purpose vehicle with joint venture partners, Druk Holdings & Investments, to deliver and operate the park.
The project is a highly prestigious and high profile project supported by the World Bank and the Royal Government of Bhutan. Assetz is seeking to recruit a number of Graduate Trainees in 2009 to take various trainee roles in the development of this upcoming IT development in Bhutan.
The project is situated on five acres of land on the outskirts of Thimpu, Bhutan’s capital. The first phase, which is to be operational by September 2011, will comprise 50,000 sq ft of IT focused office and data centre. The project is a high profile, anchor scheme as part of the overall IT strategy for the country, and is in the public eye from the most senior level of Government, joint venture partners and the public.
Conceptual design of the project is under preparation by leaders in the field of architecture and engineering based in Asia and Europe. All aspects of design of the project will be sympathetic to the environment and cultural sustainability objectives. Offshore design will be supported by construction drawings and execution in Bhutan itself.
The SPV will be responsible for the promotion of the project to IT Occupiers with the objective of leasing the premises to such companies on or prior to completion. Department of Information Technology have committed to lease 10,000 sq ft of the premises on completion and managing this relationship to a satisfactory conclusion is a key requirement of the project.
The role will be based in Bhutan and/or Bangalore and will have an initial contract term of two years.
Successful execution of the project will requires experts in many speciality areas to be brought together. Corporate structuring, financing, stakeholder management and project public relations, design, procurement, construction, building a profile and a brand for the project, and transition to occupiers with operations for a successful development are the major activities which will take place over the next 2-3 years. There will be high levels of support from Assetz’ HQ in Bangalore and from a Project Director in Bhutan. Assetz intends to build skills of Bhutanese citizens so that the project can be run to world class standards in the long term by Bhutanese citizens who have built the required skill sets and competencies through a focused training programme with Assetz.
Assetz is seeking to recruit Construction Manager in relation to Bhutan project. This position will directly report to Project Director.

Key Responsibilities of the Role:
-Construction Manager will co-ordinate and control the total works serving as the single point of contract between the Project Manager, Vendors and Local Consultants.
-Establish the content and sign off the project execution plan, safety plan, quality plan, supply Chain management, logistics plan, master schedule, and tender event schedule.
-Co-ordinate with all contractors, and chair meetings on contractors’ progress.
-Responsible to prepare overall Master Schedule and Interim progress schedule in line with the Master schedule to track on progress at site.
-Track Project Cost Vs Budget
-Responsible to assist and issue tenders, compile bids and make techno-commercial comparatives for short listing vendors for different trade packages.
-Responsible to prepare contract documents in line with agreed terms & conditions during negotiations.
-Responsible for preparing Project Quality Plan (Civil), Inspection Check lists and advises programs, etc.
-Responsible for planning and monitoring of different activities at site at the macro and micro level to drive the construction process to successful completion.
-Responsible for getting all design drawings received from the consultants to confirm build ability adherence to the specs and the client’s brief. -Responsible to administer EHS (Environment, Health & safety) plan and its implementation.
-To review quality plan submitted by the contractors and keep a constant check on quality of work executed.

Key Skills and Experience :
-Bachelor of Civil Engineering.
-A minimum of 5-7 years experience with similar responsibilities.
-Should be able to manage packages with annual spend of over INR 175 million.
-Working and design knowledge of engineering systems (electrical, civil or mechanical).
-Strong contractual knowledge.
-People management skills between various external and internal resources.
-Knowledge of best practices in construction safety.
-Practical delivery knowledge of real estate construction sector.
-Good cost planning skills with an eye for change management.
-Good communication skills, presentation skills in Power Point, computer literate-ability to use MS Office and Auto CAD.
-Scheduling skills on MS Project.
-Generalist, good communicator, enterprising & a team player.
-Result oriented with high aptitude to learn and excel.
-Reliable and self confident.
-Candidates with Asia based experience would be looked at positively.
