Recruitment of Research Scientists and Junior Research Fellows under DST scheme for
Open Technology and CAD Activities in National Informatics Centre.
National Informatics Centre (NIC) under the Department of Information Technology, Ministry of
Communication and Information Technology is a premiere Science and Technology Institution of Govt.
of India for providing e-Governance Solutions.
The Open Technology Centre (OTC) of NIC focuses on R & D in Open Standards, Training,
Promotion and facilitation of adoption of Community Based Open Source Solutions in e-Governance &
Strategic Sectors, through linkages among Academia, Industry and the Government.
Computer Aided Design (CAD) group in NIC focuses on development of CollabCAD, a 3D CAD/CAM
Software system for the collaborative design & development of Industrial Designs. CollabCAD is an
initiative of NIC, Bhabha Atomic Research Center (BARC, Department of Atomic Energy) and Vikram
Sarabhai Space Center (Department of Space, VSSC).
For OTC and CAD activities, it is proposed to hire Project based Research Scientists and Junior
Research Fellows in the grade of:
(i) Research Scientist- Grade-II (RS-II) - (Pay Scale Rs. 15,600-39,100 with GP of Rs. 6,600) The
initial pay for RS-II is Rs.25,350/- (including grade pay Rs.6,600) and total emoluments at the
prevailing rates of allowance for A1 Class cities is Rs.43,864/-
(ii) Research Scientist- Grade-I (RS-I) - (Pay Scale Rs. 15,600-39,100 with GP of Rs. 5,400)
The initial pay for RS-I is Rs.21,000/- (including grade pay Rs.5,400) and total emoluments at
the prevailing rates of allowance for A1 Class cities is Rs.37,034/-
(iii) Junior Research Fellow (JRF) - (Rs. 16,000+ HRA)
The initial pay for JRF is Rs. 16,000/- and the total emoluments at the prevailing rates of
allowance for A1 Class cities is Rs. 20,800/- and is Rs. 19,200/- for Trivandrum.

1. Background:
National Informatics Centre (NIC) is a premiere Science & Technology Institution of Government
of India for providing e-Governance solutions to both Central and State Government. NIC has
established Data Centers and country wide network and is also managing the same with its
technical expertise. In addition, NIC has established Open Technology Centre (OTC) which
focuses on R&D in Open Standards / Technology, promotion, facilitation and training in
adopting Community based Open Source Solutions in e-Governance & Strategic Sectors,
through linkages among Academia, Industry and the Government.
Computer Aided Design (CAD) group in NIC focuses on development of CollabCAD, a 3D

2. Areas of Research & Development:
The areas of R & D focused in this advertisement are:
(a) OTC - Open Technology including Open Standards and Open Source Solutions in domains
like Web Applications, Geographic Information Systems (GIS), Digital Repositories & Archives,
Content Management Systems (CMS), Business Intelligence (BI), Infrastructure Solutions
(including Virtualization, Cloud Computing, Network Monitoring & High Availability Solutions,
PostgreSQL Database, Apache Web Server, Apache Tomcat Server), Migration of legacy
applications to Open Source based Applications, X-Forms, Open Interfaces, Open Source
Application Stack Identification & Support Provisioning, Web Accessibility, Standards
Compliance etc.
(b) CAD - CAD/CAM/PLM using Open Source libraries like OpenCascade - 3D Geometry
kernel, Java and Java3D, PostgreSQL, CMS and Workflow.
3. Eligibility Criteria, Experience, Number of Posts:
(a) These are tenure posts till 31st March 2012, after which they may be considered for
renewal, depending upon the candidate's annual performance, project requirement and project
extension.
(b) The selected candidates for OTC will have to work as members in already existing groups
on resolving Technology Issues and implementing / extending the existing Community Based
Open Source Solutions and implementing Open Standards based Solutions where ever
required.
Similarly, the candidates selected for CAD will have to work as members in the already existing
CollabCAD Project teams on resolving CAD/CAM/PLM Technology Issues and extending the
existing CollabCAD Software where ever required.
(c) Eligibility Criteria:
i. Research Scientist: RS-II (for OTC)
Age Limit: 35 years
Minimum of 4 years of relevant experience with a qualification of B.E/B.Tech in Engineering
discipline OR MCA OR MSc (Computer-Science/IT/Software-Engineering/Electronics and
Communications)
OR
Minimum of 2 year of relevant experience with a qualification of M.Tech/ME in Engineering
discipline.
Ii. Research Scientist: RS- I (for OTC)
Age Limit: 30 years
Minimum of 1 year of relevant experience with a qualification of B.E/B.Tech in Engineering
discipline OR MCA OR MSc (Computer-Science/IT/Software-Engineering/Electronics and
Communications)
OR
Fresh Candidates with a qualification of M.Tech/ ME in Engineering discipline.
iii. Junior Research Fellow
Age Limit: 30 years
OTC - Fresh Candidates with a qualification of B.E/B.Tech in Engineering discipline OR
MCA OR MSc (Computer-Science/IT/Software-Engineering/Electronics and
Communications).
Candidates should also have GATE or NET Qualification.
Candidates should have awareness/knowledge on Open Source/Open Standard.
Candidates who have done Student Projects based on Open Source/Open Standard will be
given preference.
CAD (Development) - Fresh Candidates with a qualification of B.E/B.Tech in Engineering
discipline OR MCA OR MSc (Computer-Science/IT/Software-Engineering/Electronics and
Communications).
Candidates should also have GATE or NET Qualification.
Candidates should have awareness/knowledge of Geometry for Software Development.
Candidates who have done Student Projects based on CAD Software Development using
Java/ Java 3D / C++ will be given preference.
CAD (Modeling) - Fresh Candidates with a qualification of B.E/B.Tech in Engineering
(Mechanical related areas).
Candidates should also have GATE or NET Qualification.
Candidates should have awareness/knowledge of CAD Modeling. Candidates who have
done Student Projects based on CAD / CAM /PLM Software will be given preference.
(d) Areas of Relevant Experience :
i. For OTC
- Web Application Development using any of Community Based Open Source solutions like
i. Java-Technologies (including Tomcat / Apache-Server / Wicket-
Framework / Spring-Framework ),
ii. PHP Technologies (including Apache Server),
iii. PostgreSQL related solutions (including Replication, Clustering, High
Availability),
iv. Linux-OS (Debian / CentOS / Fedora / Open-SUSE / Ubuntu / BOSS),
v. XML technology (X-Forms, REST, XQuery, XML Database) ,
vi. RESTful Web Services ,
vii. Infrastructure Solutions (including Virtualization, Cloud Computing ,
Network Monitoring & High Availability Solutions),
viii. GIS (GRASS, Map-Server, Geo-Server, QGIS, gvSIG),
ix. Digital Repositories & Archives(DSpace),
x. CMS(Drupal, Plone and Liferay) ,
xi. Business Intelligence (BI)
- Open Standards ( including building compliance test suites, setting up test beds)
ii. For CAD (Development)
- Development in Geometry / CAD / CAM / PLM with Java / C++
iii. For CAD (Modeling)

(e) Number of posts (28 for OTC and 3 for CAD)
i. OTC
Research Scientist: RS-II = 4 posts
Research Scientist: RS-I = 12 posts
Junior Research Fellow = 12 posts
The above numbers are approximate and subject to variation.
ii. CAD (Development / Modeling)
Junior Research Fellow = 3 posts
(f) Place of Posting:
i. OTC - The postings will be at any units of NIC anywhere in India.
ii. CAD – The postings will be at the CollabCAD Development Cell, VSSC, ISRO,
Thiruvananthapuram, Kerala.
4. Terms and Conditions
a) The appointment of RS-I, RS-II and JRF are generally based on the Guidelines of
Ministry of Science & Technology, Dept. of Science & Technology Circulars for
Research Scientists and Junior Research Fellowships vide the OM A.20020/11/97-IFD
dated 31st March, 2010 and orders issued from time to time.
b) Candidates applying for these posts are advised to view the website
http://recruitment.nic.in/ for the status of their application and schedule of the personal
interview.
c) Candidates who have completed the required qualification in all respects on the closing
date for receipt of application need to apply.
d) These are tenure posts till 31st March, 2012 after which these may be considered for
renewal depending upon the candidate’s annual performance, project requirement and
project extension.
e) In the event of information furnished by the candidate in the application or part thereof
being found false or detected incorrect at any stage before or after the interview or
during the service period and/or that the candidate not satisfying the eligibility criteria
prescribed above, his/her candidature/appointment is liable to be cancelled / terminated
automatically without any notice to him/her.
f) The initial posting of the selected candidates will be decided by the competent authority.
g) The eligibility of the candidates in terms of educational qualifications, experience, age
etc. will be determined with reference to the facts provided as on the closing date for
receipt of applications.
h) Candidates selected for appointment have the liability to serve anywhere in India or
abroad including the other units of NIC. No request for transfer will be entertained under
any circumstances. However, NIC reserves the right to transfer on public interest.
i) All Degrees/Diplomas should be from a recognized University/Institution. Degree and
Diploma will be equated as per norms of National Informatics Centre and the NIC’s
decision in this regard will be final. Candidates will have to produce the original
documents in proof of the details furnished in their application when called for interview,
for verification.
j) The attested copies of certificates in support of date of birth, educational qualification,
experience etc. should be furnished along with the original certificates for verification at
the time of personal interview.
k) Only RS-I and RS-II will be entitled to Dearness Allowance (DA).
l) House Rent Allowance (HRA) Benefits may be allowed to RS-I and RS-II as per rules of
NIC. In the case of JRF, the fellowship amount will be taken as Basic Pay for calculation
of HRA, as per rules of NIC.
m) JRF are eligible only for Casual Leave – 8 days. While, RS-I & RS-II are entitled for
leave as per the rules of NIC. Maternity leave as per Government of India instructions
would be available to RS-I, RS-II and JRF.
n) Medical benefits, Retirement Benefits, Bonus and LTC are not admissible to RS-I, RS-II
and JRF.
o) RS-I, RS-II and JRF are not to be treated as employees of NIC. Hence deployment of
such staff at the time of termination of the project will not be the concern / responsibility
of NIC.
p) RS-I, RS-II and JRF will be subjected to other administrative control as applicable at
NIC. Grant of yearly increments shall be subject to normal terms and conditions.
q) RS-I, RS-II and JRF may be permitted to pursue higher studies as per the terms and
conditions applicable in NIC.
r) RS-I , RS-II & JRF are eligible to be paid the TA / DA as per the Government of India
rules for meeting the expenses when deputed out station for official purposes.
s) NIC reserves the right to terminate the services of RS-I,RS-II & JRF at any stage if it is
found that non performance of the person is affecting the progress of the Project.
t) Intellectual Property Rights of any work done under the project would reside with NIC.
