Applications are invited for appointment of Programme Officer II (Injecting Drug Use, IDU) on
 contractual basis
TOR of Programme Officer II (Targeted Interventions for Injecting Drug Users)
Reporting Officer – Assistant Director General (Targeted Interventions)

Responsibilities:
• Ensure provision and achievement of year-wise physical targets by IDU TIs programme
 at the national level.
 • Providing technical assistance to SACS on IDU programme specific areas including
 scale up plans, training, M&E
 • Facilitate to develop national strategy on targeting spouses of IDUs and female IDUs
 through TI
 • Help and facilitate development of IEC/BCC concepts targeting IDU specific issues
 • Help and facilitate development of training materials for IDU interventions programme
 • Conduct field visits for critical assessment of level of interventions and provide required
 support.
 • Coordination of members of Technical resource group on IDUs in NACO and organizing
 its meeting.
 • Provide support to compile/ comply matters related to IDU/ OST programme as required
 for RTI, Parliamentary Questions, JIRM, Annual Reports etc.
 • Co- ordination with development partners/allied Ministries under Government of India.
 • Co-ordination with SACSs, TSUs/ STRCs/other donor agencies.

Other Responsibilities:
• Support to SACS for implementation of TI programme
 • ANNUAL Evaluation: Help and facilitate to manage the annual evaluation of TIs
 • Performance Review of SACS/TSUs: Help and facilitate to organize and ensure desired
 actions based on the gaps identified in the Performance review of SACS/TSUs.
 • Annual Action Plan: Oversight and ensure timely compilation of Annual Action Plan of
 all states.
 • Help and facilitate the Programme Officers and Technical Officers at NACO Level for
 monitoring and guiding the NACP-III.
 • Develop inventory of documents about the best practices and sharing with stakeholders.
 • Develop resource pool of mentors to support state level interventions.
 • Supervise the work of TOs reporting in NACO.
 • Any other work assigned by Senior Officers

Qualifications
• Post Graduate in Social Sciences
 • Minimum 3 years of experience in the field of HIV prevention, care & support etc.
 • Minimum 2 years of experience managing large programmes
 • Strong analytical skills, good writing and communication skills in English and Hindi
 • Working knowledge of computers including MS office package

Remuneration & Duration
• In the range of Rs. 51,750/- 75000 per month (depending on experience)
 • Initial contract shall be for 1 year (renewable based on performance)
