Accreditation/ Empanelment of Consultants for “QUALITY SCHOOL” Project.

Ed.Cil is inviting applications from Individual Consultants/ Experts, on all India basis, for association in the above mentioned Prestigious Project. Interested Applicants must send their details as per the Format provided here. Before filling the Format the Applicant must ensure/ satisfy themselves that they fulfill the broad requirements/ basis of Evaluation provided below:

Section—1: BASIS OF EVALUATION
1. Personal Attributes
Applicants for accreditation shall be able to demonstrate the personal attributes (ethical, open minded, observant, perceptive, versatile, tenacious, decisive, self-reliant, communicative, practical, accountable etc.) needed for the effective and efficient performance of the consulting services.
2. Skills and Knowledge
Applicants shall demonstrate through education, training, work experience and consulting experience a satisfactory level of competence in following areas:
2.2.1 Relevant Standards
Applicants shall be able to understand and apply relevant standards that are applicable to the client schools which may be as follows:
a) QCI Accreditation Standard for Quality School Governance (latest issue).
b) Any other related international standards.
2.2.2 General quality management principles, methodologies and techniques
Applicants shall demonstrate to have the knowledge of, and be able to deploy methodologies and
techniques in the field of education, pedagogy, school assessment as detailed below:
a) School Assessment Model
b) Pedagogy/ Teaching techniques
c) Quality management principles
d) PDCA (Plan- Do- Check – Act) Methodology
e) Appropriate statistical techniques
f) Techniques for monitoring customer satisfaction
g) Auditing methodologies and techniques; Root cause analysis
h) Consultancy project management
i) Knowledge of Quality, Quality Gurus and their teachings
j) Data interpretation from quality records
2.2.3 Statutory and regulatory requirements
Applicants shall demonstrate the ability to recognize the existence and the significance of the relevant statutory and regulatory requirements (e.g. local, national or international like CBSE, ISC, and State) applicable to the school’s activities.
In particular, applicants shall demonstrate how they recognized these to be applicable to the school’s activities where they provided consulting services (if any).
2.3 Education
Applicants shall have at least successfully completed his graduation (minimum 12 years full time schooling + 3 years of university education).
Documentary evidence of the education claimed will be required.
2.4 Work Experience
The applicant shall have relevant experience in managerial, professional and technical aspects of the consultant services to be provided. This may involve the exercise of judgment, problem solving and communication with all interested parties, enabling the consultant to assist the school in making effective decisions. The applicants’ relevant experience may include a combination of some or all of the following relative to school education/ training:
a) practical work experience in school/ educational institution
b) experience in management
c) experience in auditing
d) experience in implementing QCI standard (preferable)
In particular, applicants shall demonstrate the following minimum work experience, in relation to the education level:
* total work experience : 5 years
*work experience (as a part of total work experience) in school education/ training: 4 years
2.5 Code of conduct
All consultants are obliged to improve the standing of the consulting profession by rigorously observing the Code of Conduct. Failure to do so may result withdrawal of accreditation.

Section – 2: EVALUATION PROCESS

The form must be filled in English language only. All applications must be supported by documentary evidence, e.g. legible photocopies of original certificates etc. Original documentary evidence should be made available only when asked for.
An incomplete application or not adequately supported by required documents would result in rejection of application. The envelope containing the application must be super scribed with the title “Consultant-School”.

Stages of Evaluation
a) Desk-Top Review
A desk-top review of documentation, submitted by the applicant in support of the application. This review is intended to determine the applicant’s conformance with requirements for education, training, work experience, and consulting experience.
b) Interview
A verification of the applicant’s consulting competence through face-to-face interview, if required.
