CB&I Lummus has an opportunity for a Sector Quality Manager, based at its headquarters in The Hague, The Netherlands.

Main Responsibilities and Duties:
The Sector Quality Manager, CB&I Lummus (QML), is responsible for ensuring strategies and plans are developed and implemented that comply with established Codes, Standards, Regulations, Policies, Procedures and Contractual Requirements for applicable Projects and Facilities.

The QML reports to the Vice Residents of CB&I Lummus Construction/Fabrication on a day-to-day basis and to the Global Director of Quality on technical matters relating to Quality.

Primary functions include: (Relating to applicable CB&I Lummus Projects, Offices and Facilities).
l Assuring Projects, Offices and Facilities that require Quality personnel are adequately and appropriately staffed, and available to support all activities, including but not limited to Design, Engineering, Estimating, Procurement, Project Controls, Fabrication, Supplier Surveillance, Receiving, Handing & Storage, Erection and Commissioning, as well as jobsites.
l Participating in Client pre-bid, bid or contract planning and preparation. Assisting the Project Quality Manager (PQM) in preparing and maintaining the Project Quality Plan.
l Coordinating with the Project Construction Quality Manager (CQM) to assure the construction quality control requirements are documented, approved and implemented.
l Assisting the PQM, CQM and facility managers in determining and filling staffing needs.
l Driving implementation of the CMS Program.
l Communicating quality philosophy to key personnel in organization.
l Assuring Quality program personnel are trained to perform their assigned tasks.
l Assuring acquisition and maintenance of required code stamps and certifications are accomplished (ASME, AISC, ISO, etc.).
l Assuring applicable Quality Training is performed, completed and documented.
l Assuring staff abide by HSE requirements applicable to their work scope.
l Acting as the focal point for quality issues that cannot be resolved locally.
l Encouraging and participating in coordination efforts with other disciplines to assure specified quality requirements are met.
l Assuring applicable subcontractors/suppliers quality documentation is reviewed as required.
l Assuring effective management of on-site QC inspection and testing activities through the PQM and CQM.
l Assuring required quality documentation and records are developed and maintained.
l Monitoring (audit) programmatic compliance to quality objectives, applicable codes, standards, policies, procedures and specific contract requirements.
l Assisting in development, delivery and implementation of new/improved technologies.
l Coordinating and participating in Corporate Quality audits; recommend, direct and report on disposition and resolution of findings and areas of improvement.
l Coordinating, scheduling and conducting Internal Quality Audits to assure compliance with CMS and project specific requirements.

Required Education and Experience:
l Minimum Bachelor’s Degree in a Business, Engineering or Quality discipline or equivalent.
l Minimum of 10 Years Quality or Business Related Experience of which at least 3 years in a managerial role.
l Must be proficient in analyzing situations in business term, i.e. ROI, cost per unit, etc.
l Must have strong interpersonal skills to work with other departments in a tactful and effective manner.
l Strong leadership and management skills, excellent written and verbal communication, strong analytical, problem solving, and risk assessment skills. Ability to make public presentations.
l Must possess computer proficiency with working knowledge of Microsoft Office Products, including Word, Excel, Power Point, Access and Visio. Project Planning skills are essential.
l Strong attention to detail.
l Strong working knowledge of ISO Quality Management Systems Standards.
l Ability to direct and manage team members with day to day activities as well as special projects to assure timely completion.
