    Designation: State Family Planning (FP) Consultant

    Job Description:
    The State Family Planning (FP) Consultant shall be based in Bihar and will report to the Executive Director, BSHS, Bihar, with day to day guidance, technical support and supervision by UNFPA Bihar.
    The State FP Consultant will be responsible for comprehensive planning and implementation of the Family Planning Component of NRHM across the state. For the current financial year, the primary role will be to facilitate implementation of FP component of 2009-10 State PIP. As part of the work, the Consultant, under direction of the ED, will interact with the districts and will undertake field visits to the districts for programme implementation and monitoring.
    Key Duties and Responsibilities shall include:

    (1) Developing FP section of the state PIP based on the strategies to be pursued in the districts.
    (2) Reviewing policy and strategies on FP in the state, particularly looking at the service mix, trained providers, commodity availability and hygiene.
    (3) Facilitating the implementation of FP activities of State PIP across the state.
    (4) Providing inputs to districts to develop and revise their action plans for implementing FP section of the district PIP
    (5) Developing strategy to monitor State and District FP Action Plans as per the State and District PIPs
    (6) Monitoring State and District FP Action Plans as per the above ‘Monitoring Strategy
    (7) Developing training plans for FP and provide inputs needed by the state and the district to implement the same as per plans. To monitor FP service provision and quality in the district
    (8) Organizing and conducting Monthly review of programme implementation together with ED, BSHS and state teams. To participate in meetings related with FP.
    (9) Submitting quarterly reports on above areas to the ED, BSHS and UNFPA Bihar.
    (10) Carrying out any other FP related work requested by ED, BSHS and or UNFPA, Bihar

    Desired Candidate Profile:
    Qualification:
    Minimum a Master’s Degree in medical sciences / public health / community medicine or related field from a reputed institute

    Experience:
    (1) At least 5-year of work experience at state level in public health programme management and implementation, preferably with focus on Family Planning either with government or reputed agency.
    (2) Should have good familiarity with Family Planning programme implementation, data analysis and monitoring

    Required Competencies:
    (1) Ability to speak in English and Hindi language is mandatory; knowledge of any local language will be an added advantage
    (2) Knowledge and proficiency in report writing in English is preferred
    (3) Proficiency in MS Office, Excel, and power-point presentations is essential
    (4) Willingness to undertake project travel
