Job Description:
Duties and Responsibilities
Under the overall supervision of the Country Director/Deputy Country Director, and under the direct supervision of the Head, Programme Unit, the Programme Officer (Food Technology) will be responsible for performing the following functions:
To provide technical advice and guidance on food processing.
To explore and identify suitable food products for development, testing and commercial production.
To provide advice on quality assurance and management that will help prevent losses and improve commodity management capacity in the country. Areas of intervention implies involvement in pre-delivery, post-delivery losses, as well as solving Fitness for Human Consumption issues and being responsible of food-processing when the quality of the food is concerned.
To ensure implementation of Good Manufacturing Practices (GMP) and Hazard Analysis Critical Control Point (HCAAP)
To link with the relevant private sector companies and work with WFP HQ Units dealing with nutrition to strengthen fortification capacity and quality assurance in the production of fortified blended foods or fortified cereals.
Specific:
Technical Support
Assist with the design, training, implementation and evaluation of the new complementary foods.
Propose different complementary food recipes to be produced.
Recommend appropriate size and cost effective packaging for the supply of food.
Undertake market surveys per regions on available raw materials, its respective costs, its use, its consumption patterns (e.g., attention should be paid on its availability throughout the year and their yearly price fluctuations).
To describe quite accurately what are the food habits in the different regions where fortified products will be distributed (i.e., composition of the meal with average percentage of each food component, way of preparing the food, etc.).
Identify production capacity and augmentation requirements.
Produce small quantities of the different recipes on a pilot basis.
Analyze the macronutrient composition and micronutrient content in the different formulas to confirm that it meets the recommended guidelines
Attain Technical Advisory Group (TAG) approval for the pilot project to produce and distribute the complementary food to beneficiaries in pre-selected countries
Comply with Hazard Analysis Critical Control Point (HACCP)/Good Management Practices (GMP)
Food commodity quality control and loss mitigation
Propose adequate measures to mitigate food losses (i.e. situation analysis, sampling, food analysis, lab results interpretation, and salvage operation procedures).
Review the procedures for mitigating and documenting losses during transit and in warehouse. Formulate suggestions on improvements in procedure and/or implementation, in consultation with WFP Regional Office and HQ.
Participate in the technical review of services provided by contractors to WFP in connection with loss prevention and mitigation activities.
Collate data on the cause of WFP’s losses and formulate loss control measures (i.e. changes in commodity specifications, packaging, warehousing procedures, or pipeline management) to combat and ultimately reduce losses of commodities.
Assist in providing data and advice for the preparation of reports related to all types of loss mitigation.
Capacity Building/Training in food processing & quality controls
Train WFP and Government staff and develop modules in food technology issues (for example, fortification quality control).
Train processors and develop modules in food quality control (including GMP, HACCP, etc.)
Adapt training modules available within WFP and provide training to WFP and other stakeholders on loss prevention and mitigation.
Perform other related duties, as required and assigned.
Desired Candidate Profile:
Qualification
Advanced university degree in Food Technology with knowledge in areas, such as, food technology, microbiology, chemistry, nutrition, international guidelines, biology, supply chain, etc and with expertise in food fortification.
Experience
At least three years of postgraduate professional experience in developing fortified foods used in humanitarian and safety net programmes.
Knowledge
Knowledge on the special characteristics of complementary foods for children and other vulnerable groups (HIV impacted, etc.) Training and / or experience utilizing computers, including word processing, spreadsheet and other standard WFP software packages and systems.
General knowledge of UN system policies, rules, regulations and procedures governing administration.
Desirable skills and / or experience
Proven professional experience in the related fields with ability to work independently on technical matters with minimum supervision.
Advanced knowledge of WFP specified software (Microsoft Windows, MS Excel, MS Word, MS Power Point) Lotus Notes; experience in facilitation and moderating discussions and training.
Language
Excellent command of written and spoken English and working knowledge of Hindi.
