    Job Description:
    Vacancy Announcement: BBC World Service Trust-
    The BBC World Service Trust wishes to hire four Regional Communication Officers to provide technical support and strategic inputs to the Government of India (GoI). These positions will be located at Bangalore (Karnataka) for the south, Mumbai (Maharashtra) for the west, Lucknow (Uttar Pradesh) for the north and Guwahati (Assam) for the North-East. The Officers will work out of an organisation of the Government of India, and provide support in their respective regional area. Working closely with the Information, Education and Communication (IEC) Officers of the GoI, and under the guidance of the BBC World Service Trust, they will support the day-to-day implementation of the HIV portfolios.

    Contract: 15 months fixed-term contract

    Location: South (Bangalore), West (Mumbai), North (Lucknow) and North East (Guwahati). The officers will work in an organisation of the Government of India

    Background
    The BBC World Service Trust supports the Government of India (GoI) with its strategic communication on HIV. As part of this mandate, the Trust provides technical inputs, hires expertise and implements communication interventions while building capacities within the organization for effective planning, implementation and monitoring of communication. Specifically, the Trust will be the creative agency for the GoI’s mass media communication needs on condom normalization and promotion of its STI franchises.
    The BBC World Service Trust will also transfer the learnings from its past experience to the Government of India. As part of this support, the Trust will hire and train regional level staff that will provide need based technical support and strategic inputs to the Government of India. There will be one for the south, one for west, one for north and one for the North East.
    Summary
    The Regional Communication Officer will work closely on the day-to-day implementation of the HIV portfolio in the specific region. It will include the provision of technical support and work on specific campaigns. The Communication Officer will also offer inputs for the Trust’s national high-profile campaigns to normalise condoms and promote STI services. The role requires a strategic thinker who understands the media and development field, is diplomatic and experienced working with government, and is able to multi-task and prioritise. The State Communication Officer will be a key liaison between the Trust and the Government of India and will need to understand and prioritise how the Trust can directly and indirectly support it strategically and operationally.
    Main duties and responsibilities
    Strategy:
    Participate in the strategic development of the IEC portfolio; e.g. by initiating new ideas on how to maximise project effectiveness.
    Identify innovative ways to partner with media outlets, private sector and other key stakeholders.
    Provide strategic inputs on creative and overall communication strategies.
    Capacity building:
    Assist in building the capacity on IEC, with an emphasis on strategic communication to implement behaviour change and mass media.
    Project implementation:
    Liaise and coordinate with the government officials, and the Trust to understand and respond to IEC needs.
    Plan and implement IEC campaigns/outputs.
    Liaise with external media agencies commissioned to support the HIV portfolio.
    Prepare project progress reports and document lessons learned.
    Help to develop specific IEC materials.
    Support national campaigns:
    Help to implement the national campaign to normalise condoms and promote STI franchises.
    Provide feedback and inputs from the state to strengthen these campaigns.
    Specific deliverables will be agreed upon, but may include the following:
    Coordinate press relations to raise awareness of HIV.
    Liaise with external media agencies commissioned to support the HIV portfolio, such as media planning and monitoring agencies.
    Assist in the evaluation of the technical and financial proposals of external agencies.
    Write content for websites.
    Qualifications
    Masters Degree/PG Diploma in Mass Communication, Development, Public Health or other relevant field from a recognised institute.
    Direct experience working with mass media (news, entertainment or advertising).
    Demonstrable experience working with the Government of India.
    Sound knowledge of HIV-related issues.
    Demonstrable interest in the potential of using media for behaviour change desirable.
    Previous exposure to and understanding of audience research and the integration of research findings into creative outputs desirable.
    An understanding of international development procedures and practices and commitment to international development objectives, preferably interfaced with media, desirable.
    Excellent team player able to work independently on own initiative and organise time effectively and within a range of conflicting deadlines.
    Good negotiating and diplomatic skills with experience of maintaining effective partnerships.
    Good financial management and budgeting skills and a flawless record of financial integrity.
    Proficiency in spoken and written English essential. Knowledge of the regional language is desirable.
    High degree of competency using Windows-based computer programs.
