JOB REQUIREMENT
Job Title : Finance Manager
Reports to : Functionally to Finance Department HLFPPT
Administratively to the Programme Director
Place of posting : Bhopal (MP)
Unit/Project : PACT Project- (The Global Fund-R6-HIV/AIDS)

KEY RESPONSIBILITIES:
Overall management of accounting functions of Project.
Capacity building of Partner NGO’s and program staff for smooth implementation of the project and proper utilization of financial resource
Finalize partner agreements
Budget & Cash management
Ensure compliance to Donor regulations and Head office
Prepare periodical Financial reports for Head office.
Accounts Audit, Finalization of Expenditure Statement and Utilization Certificate
Assist in procurement and operations including purchase order processing
Put structures, processes and systems as well as internal controls in place which are robust and fit for purpose of responsible financial Management.
Provide support to project staff on financial systems.
Ensure compliances of statutory returns and records .

Desired Candidate Profile:

Qualification : Chartered Accountant/ICWAI
Experience : 4-5 years of work experience
Skills and Competencies :
High level computer skills
English & Hindi Written and Oral Communication skills
Ability to work in a team
Proven inter-personal skills
Liaison and Public Relation skills
Capable to do extensive travelling

PACT PROJECT – BACKGROUND
Health care needs of people living with HIV/AIDS (PLHIV) are not to be limited to medical care, but should have comprehensive provisioning from early diagnosis. Treatment includes wide range of services like; psychological counseling, Good nutrition, Psycho-social and emotional support and support for ongoing sexual/ reproductive health needs etc. Thus, allowing them to live their life with dignity, self respect and safety.

As the number of individuals suffering from HIV/AIDS and associated co-morbidity is progressing in the state of Madhya Pradesh, Uttar Pradesh and Rajasthan there is an emerging need to provide them with antiretroviral therapy (ART) and care. Therefore a comprehensive continuum of care through Community Care Centre to augment the health care response is envisaged.

“PACT” Promoting Access to Care and Treatment) initiative of the Global fund Round 6 for HIV/AIDS intend to “reduce HIV related morbidity and mortality in adult and children and mitigate the impact of HIV on children and women headed households”. To address this goal HLFPPT has established 24 Community Care Centre (CCC) in Madhya Pradesh, Uttar Pradesh and Rajasthan through Population Foundation of India (PFI), the primary recipient of the global fund grant.
