Drilling Contracts Engineer
Description
An Independent oil development and production company urgently seeks a Drillin Contracts Engineer.

-Prepares the different Scope Of Works pertaining to the Drilling Services required by Drilling Department.

-Analyses the submitted Technical offers and issues recommendations connected to the risk impact. -----Studies the main draft of the contracts prior to their finalisation with the Contractor.

-Amendment issues when necessary.

Main Duties will include:

o Drilling Operations Services : (i) Produces Scope Of Works connected to all the services required by Drilling Department likewise: Directional Drilling, cementing services, slick line services, mud chemical services, drilling and Workover services, fishing services, running tubular services, Solid Control Services, coiled tubing services and Mud Logging services.

o Drilling Operations Equipment: (i) Produces Scope Of Works for the following Long Lead Items: Wellhead and X-Mas trees, Mud Line Suspensions, all kinds of tubular, including Drill Pipes

o Technical Evaluation of the Drilling Operations Tenders:

(i) Prepare the Bidders list for each operating discipline and prepare a proposal for the Commercial Department. (ii) Carry out technical assessment of the Contractors/Bidders who have a running contract with DOTL. (iii) Determine the Final Rating using the proper technical tools used by other Operators established in the Gulf area. (iv) Recommend the most efficient Service Companies with all the required justifications.

o Assist in Commercial Evaluation of Drilling Operations Tenders

(i) Establish criteria of technical assessment of the different offers in consideration of the background, reliability, technical back-up, QA/QC, conformity to the international Technical Rules of fabrication, past experience, HSE Rules and economical critical impact on operations.

o Coordination task: (i) Works in close coordination with Contract/Commercial Department. (ii) Close liaison with Petroleum Development Department and Engineering Department regarding the shared services such as Bundle Services, Mud Logging Unit

o Budget Preparation: (i) Attends preliminary meetings with Petroleum Development Department in order to have all details regarding the forthcoming programme activities including Drilling Operations, Workover Operations and Plug and Abandonment Operations for the period assigned by Senior Management. (ii) Discuss well duration and collateral activities. (iii) Prepare the preliminary AFE drafts for discussion. (iv) Finalize the different budgets for approval.

o Bachelor Degree in Engineering or equivalent.
o Experience in drilling operations and contracting discipline.
o Good presentation, negotiation, analytical skills.
o Excellent Computer and software knowledge..
o Good knowledge of English language.
