Karnataka community based Tank Management using GIS and Remote sensing
4 The Project proposes to cover about 2,000 tanks located in 34 talukas of 9 districts coming under the drought-prone areas of the state with an estimated command area of 72,000 ha. and management aimed at restoring community involvement and participation in land and water management.The Project also aims the empower the rural poor and help them use resources in a more sustainable manner. The tank system as defined in the project includes tank catchment; tank water spread area and its associated structures and tank command area. The physical intervention in the project in the catchment area would be limited to 500 mts. from the water spread area in the foreshore of the tank.
5 The project consists of three components :
(a) establishing an enabling, environment for the sustainable, decentralized management of tank systems;
(b) strengthening community-based institutions to assume responsibility for tank system development and management; and
(c)undertaking tank system improvements consisting of :
(i) improving the operational performance of
6 selected tank systems through a menu of physical interventions identified and executed by local users and
(ii) facilitating technical training and on-farm demonstrations in water management, agriculture and horticulture development, fisheries, forestry, and fodder production to help ensure that improved water storage and efficiency is translated into increased household incomes.
7 The project institutional model focus on creating and nurturing a General Body of Tank stakeholders - Tank User Group and a management body Tank User Committees, which are legalisedinstitutional entities (the options range from a village association to Grama Panchayats, for the users of the tank system to select). These tank-level institutions have powers of all decision making, planning, implementation and continued management and maintenance.
8 The project provides for preparation of tanks specific development and management plan called Integrated Tank Development Plans (ITDP). ITDPs prepared in a participatory manner by the TUGs, in partnership with PRIs, NGOs and Line Departments, are based on assessment of problems and causes, sound technical analysis of the water resource system, social and environmental analysis, analysis of farming systems and alternatives, and a basic assessment of total water demand for all uses in the system. At the tank level, the project adopts a detailed screening methodology to identify possible adverse impact or benefits arising out of project interventions to plan for mitigation or enhancement measures as prescribed by the safeguard policies.
9 Out of the 2000 tanks, about 400 will have command areas over 40 ha and 1600 will have command areas 4-40 ha. The tank system improvement looks at tank storage capacity, rehabilitation of tanks’ physical structure, reducing siltation and improving water distribution and irrigation system. The project focuses special attention for the inclusion of the vulnerable groups in the project activities. The ITDPs will have components of Scheduled Castes and Tribal Development Plans, Resettlement Action Plans, Gender Mainstreaming Action.
10 Plans, Dam Safety Plans and plan for protection of cultural property. The Project also address to increase agricultural and horticulture production in the communities who are dependent on tank system. For the landless, the Project offers opportunities for other income generation activitiesthrough fisheries, livestock etc. There is also a unique opportunity for piloting new technologies suited to the general conditions found in tanks and its dependent communities. The monitoring andlearning system for the project provides for performance tracking, institutional tracking and internallearning that include process documentation research.
