1. A. Current Employer- M/s LURGI INDIA Co. Pvt. Ltd, Project Management Consultant of OHCU project of IOCL, Haldia Refinery.

Job Profile- I have been working as Head of Safety Dept of M/s LURGI INDIA Co. Pvt. Ltd., the Project Management Consultant of M/s IOCL Haldia Refinery for once through Hydro-Cracker Project consisting of 8 different EPCCs and EPCM of SRU-IV and CDU-II revamp projects.
I am discharging the duties and responsibilities as the chief safety consultant of the entire project by guiding coordinating and leading the team of PMC safety officers, the safety officers/in charges of EPCC contractors and sub contractors comprising of more than 50 in number in planning required safety programs, implementing them and enforcing safety rules, norms including OISD norms to achieve the goal of zero accidents.
Salient Features :
- The 1.7 MMTPA hydro cracker units for manufacturing Euro-IV grade diesel has been put in operation in record time in the history of IOCL.
- The 1.5 MMTPA capacity CDU-II revamp units have been successfully commissioned.
- Except the 2X80 tpd capacity Sulphur Recovery units which is nearing completion all other projects i.e 3X1500 t mounded LPG bullets, 2X cap hydrogen bullets along with other Off site utilities, Cooling tower, ETP and RO have been successfully commissioned.
Achievements/Contributions-
- Cumulative man-hours for entire OHCU Project including SRU-IV project achieved : 29.23 Million (as on 30.09.10.) without any major incident involving fatality.
- Conduct of Weekly safety review meeting with representatives of client and EPCCs
- Entire jobs are executed under Permit to Work system.
- All heavy erections are made as per approved erection plan/procedure.
- All scaffolds/staging are erected as per standard, certified, max permissible load calculated, declared safe/un safe and tagged.
- Preparation of comprehensive check lists of all construction activities and their enforcement after approval in the safety review meetings.
- Introduction of 30 mA ELCB/RCCBs at all electrical outlets and their reliability testing by test kit and regular testing of all ELCBs installed at site.
- Compulsory Health check up construction workers particularly for height workers and drivers and crane operators.
- Enforcing use of Full body harnesses with two lanyards by all height workers.
- Lessons learnt from any incident including Near miss occurring at any site are by all through discussion in the weekly safety review meetings.
- Safety training for all and obtaining card is mandatory.
- Promotional activities include display of posters/banners and distribution awards on monthly/quarterly basis.
- Introduction of activity wise and comprehensive audit check list and implementation.
- Publication of compiled report on entire project safety management which has been acclaimed by client and auditor(DNV)
GOOD PRACTICES ENFORCED IN OHCU PROJECT ACTIVITIES :
- Use of safety shoes by all engaged in mechanical jobs
- Introduction of safety suggestion schemes involving all categories of workers/supervisors
- Monthly awareness programs &recognition by awarding of prizes
- Use of Public Address system for awareness of workers at jobs.
- Use of local barricading for all hot jobs at hazardous locations
- Safety walk about by EPCC RCM &Project Manager
- Health check up of construction workers specially engaged in blasting &height job.
- Quarterly inspection with dedicated color coding of lifting gears
- Flash back arrestors at both ends of cylinders in use.
- Use of full body harness, fall arrestors, safety net and life line has been ensured for working at height.
1. B. Presently I am working as Project Manager/Chief Safety Manager with M/S PNP Engineering Works Pvt. Ltd after being released from Lurgi India Co.Pvt. Ltd. on 30.10.10. PNP is the executing contractor of projects being undertaken by M/S Technip KT India Ltd. at various locations in India or abroad. I have taken over as the RCM of MRPL,Mangalore site of the company(CDU-VDU & DCU HEATERS-4 NO).
