    Job Description:
    The NHRDTS will report to the NTSU Team Leader and will provide support to NACO in the following areas:

    (1) Support the NTSU Team Leader, NACO DG and SACS Directors, where necessary, in designing their operational structure and HR needs within their units.
    (2) Design manpower strategies and plans to meet NTSU and national programmatic needs.
    (3) Provide support in recruitment of both internal and external staff by identifying and using appropriate selection tools and procedures.
    (4) Support the design of appropriate recruitment mechanisms such as permanent hiring, short term consultancies, volunteers, deputation from GOI with appropriate compensation structure.
    (5) Support the development, revision and dissemination of HR policies for NTSU and support SACS in developing State specific HR policies
    (6) Support the design and conduct of Performance Needs Assessment and lead the development and periodic revision of Performance Management Systems (PMS) for national and state level staff.
    (7) Design Competency Assessment/Profiling systems, conduct assessment centers, design and implement capacity building programs at various levels; provide advisory services to SACS to emulate policies at State level.
    (8) Advise on organizational change and organizational development processes.
    (9) Suggest compensation structure attractive for current and potential employees by keeping track of Income tax rules, Inflationary trends and conducting Compensation surveys from time to time.
    (10) Lead & mentor a team of Technical Consultants/ Managers in the regional & national teams who have people management roles.
    (11) Plan and coordinate trainings for various technical divisions of NACO.
    (12) Manage the outsourcing of performance based monitoring processes (in health) for NACO and SACS staff.

    Desired Candidate Profile:
    Qualification:

    Applicants should possess Masters degree in Social Work/ Sociology/ Industrial Psychology/ Business Administration with specialization in HR from premier institutes.

    Attributes:
    (1) Ability to travel to the states and districts to support the SACS or the districts in their area of expertise.
    (2) Self-motivated, go-getter and eager to excel in their fields
    (3) Ability to manage complex and competing demands and deadlines.
    (4) Excellent verbal and written communication skills in English.

    Work Experience -

    Experience of 10-15 years in a progressively responsible HR Management role in a large organizational with multi-locational offices, with experience of representing HR as a business partner at a Board/management level.

    The ideal candidate will be from a PSU, private or development sector, international bodies/diplomatic missions/international NGOs or defense services with appropriate experience.

    Robust experience in planning and managing capacity building activities is desirable.

    Company Profile:
    NACP III has an ambitious set of targets for scaling-up operations in all of its key implementation areas. NACO has reviewed its own capacity requirements in light of these ambitious targets and identified key areas where external support is required. To this end, a variety of donors and agencies have offered NACO technical and managerial support to rollout NACP III in several programme areas.

    The plan is to institutionalize the support through the creation of a National Technical Support Unit (NTSU) for NACO. The NTSU would be convened and led by NACO, with individual consultant and expert support through a variety of donors/agencies.

    The guiding principle of the NTSU is to support and build in-house NACO capacity to deliver the functions required to scale up NACP III within the tenure of the NACO TSU

    Objectives of NTSU

    1. Assist NACO in the quick rollout of high quality NACP III activities at national, state and district levels.
    2. Build in-house capacity to implement efforts at scale and with high quality.
    3. Act as a think tank to support roll out of NACP III through strategic interventions and technical assistance.

    The NTSU will consist of full-time consultants who will be paid directly by external agencies. The NTSU consultants will be allocated 100% to their role within NACO and day to day oversight and management of the NTSU will be done by NACO. The selected candidates will be co-located with NACO.
    The above mentioned NTSU position is supported by USAID/ Family Health International.

    Responsibilities
    i.. Monitoring and evaluating the targeted intervention :
    - Number of Uniquely identified High risk populations covered with the service delivery package as per NACP-III service delivery indicators including agreed staffing.
    - Identify training needs of TI staff and follow up on trainings conducted by TSU or SACS.
    - Reporting and documentation of the TI activities with SACS and TSU.
    - Assist the TI identifying and mapping of community preferred health care providers for STI, RTI , SRH services and set up of referral networks.
    - Monitoring the TI NGO clinics and community preferred health providers adhere to the NACP-III /NRHM guidelines on STI syndromic management.
    - Monitor the coverage and referrals of the community to ICTCs.
    - Monitor and setting up of condom outlets, set by the TIs for male and condom distribution.
    - Facilitate the Linkage with the condom social marketing Program for male and condoms.
    - Monthly analysis of TIs performance.
    - Analyze the data related to the performance of the TIs ,identify gaps in the programme and take remedial action to improve the quality of service delivery.
    ii. Management of Targeted intervention
    - Conduct on a regular basis the participatory sites visits as per agreed plan.
    - Coordinate with SACS timely procurement and delivery of commodities to the TIs (Condoms ,drugs, IEC material)
    - Coordinate the training of all the TIs in their region with the TSU and SACS.
    - Organized on a quarterly basis a planned and structured theme based – experience sharing and review meeting to share best practices and encourage cross learning in consultation s with team leaders.
    iii. Financial oversight of expenditure in the TIs.
    - Follow u of a regular financial reporting of the TIs as per planned expenditures.
    - Ensure that all the TIs provide the fund utilization certificates on a regular basis.
    - Follow up of regular payment and disbursement from SACS as per agreed budgets.
    - Monitor expenditure in relation to program activities and provide feedback to TIs for financial management and strengthening.
    iv. Capacity building of TIs
    - Implement the capacity building plan for all TIs in the district in consultation with the team leader capacity building based on the identified training needs.
    - Train and guide the stock management issues.
    - Build capacity of the TIs in social marketing of male and condoms in consultation with Team leader IEC and social marketing at TSU.
    - Build the capacity of the TIs in revalidating the mapping of hotspots for the key community population.
    TSU-TI, Avert Society (NACO Maharashtra Technical support unit)
    Avert Society is registered under Societies Registration Act, 1860 and is a Public Trust registered with the Charity Commissioner in Maharashtra State (India). It is funded and jointly administered by Government of Maharashtra, National AIDS Control Organization (NACO) and the United States Agency for International Development (USAID India). It is engaged in reducing the transmission of STD/ HIV/AIDS and related infectious diseases and mitigating their impact.

    Responsibilities-
    - Monitoring/Supervision of 10 TI NGOs with minimum of 15 days of visit.
    - Ensure TIs recruit all staffs according to the approved plan and guidelines.
    - Ensure the TIs provide the appointment letter to all staffs with detailed TOR.
    - Facilitation for induction training of newly recruited or transitioned TIs.
    - Ensure that all the TIs have Peer educator wise hotspot level outreach plans that are supervised by out each workers and monthly review of out each workers and Peer educators performance is done by the chief functionary of the TIs.

    - Ensure that each TI is able to do the analysis of feedback of CMIS data at the project and outreach level
