CMRL, a joint venture of Government of India and Government of Tamil Nadu Company, has been set up for implementation and operation of rail-based Mass Rapid Transit System in Chennai. The company intends to appoint following officials
1. DIRECTOR (PROJECTS)
2. DIRECTOR (ROLLING STOCK, S&T, ELECTRICAL)
3. DIRECTOR (FINANCE)

Age Limit : Not more than 58 years as on 31.05.2012.
Emoluments : The pay scale of the posts is Rs.75000-100000 (IDA pattern).

Name of the post : DIRECTOR (PROJECTS)
Essential :
(1) Degree in Civil Engineering from an institution of repute along with a proven track record of twenty five (25) years of Group ‘A’ / Executive Service in Railway Construction.
(2) Should have a minimum of five (5) years experience in Planning and Construction of multi - disciplinary Railway projects, preferably in urban situations such as Metro/MRTS including services in land acquisition and rehabilitation of project affected persons.
(3) Should have extensive experience in preparing tendering / contract management and project management of important engineering structures such as bridges/tunnels from domestic and international vendors as a team leader.
(4) Should have experience in co-coordinating and interfacing with Railway related disciplines such as track laying works, signalling, electrification and rolling stock, etc.
Desirable :
(1) Experience in underground construction is desirable.
(2) Experience of all phases of rail based urban transportation projects i.e. Planning, Bid Documents, Bidding, Execution, Commissioning, post Commissioning etc.
(3) Experience in implementing major projects and complying with project related requirements of international funding institutions.
Job Requirements :
He will be responsible for the overall planning of works for the project including design and architecture, tendering, contracting and overall project administration, supervision of construction and commissioning, etc. He will also be responsible for project monitoring, interface management, quality assurance and safety, cost control, land acquisition, rehabilitation of project affected persons/business, utility and traffic diversions, etc. required for construction works. He shall also be responsible for planning extension of the project.

Name of the post : DIRECTOR (ROLLING STOCK, S & T, ELECRICAL)
Essential :
(1) Degree in Electrical/Electronics and Communication Engineering from an institution of repute along with a proven track record of twenty five (25) years of Group ‘A’ / Executive Service, out of which atleast 5 years at senior levels in Railway electrification works of Large nature. Experience in Railway EMU/Electric Locomotive manufacturing, maintenance and operations is desirable.
(2) Should have experience and knowledge of inter-facing with railway related disciplines such as track laying works, signalling, electrification and rolling stock, etc.
(3) Should have proven experience and knowledge in handling Metro Rail Operations or EMU or Rail operations.
Desirable :
(1) Should have experience of all phases of major rail based urban transportation projects on contracts i.e. Planning, Bid Documents, Bidding, Execution, Commissioning, post Commissioning etc.
(2) Experience of implementing major projects and complying with project related requirements of international funding institutions.
(iii) Job Requirements :
He will be responsible for the overall planning of Systems for the project including design andarchitecture, tendering, contracting and overall project administration, supervision of construction and commissioning, etc. He will also be responsible for project monitoring, interface management, quality assurance ,safety and cost control for Systems.

Name of the post : DIRECTOR (FINANCE)
(i) Essential :
(1) Should be a Graduate and Member of the Institute of Chartered Accountants of India / Institute of Costs and Works Accounts of India / Institute of Company Secretaries of India / MBA with specialization in Finance from IIMs. At least 25 years post qualification experience in Project Finance / Finance / Accounting /Audit / setting up Financial, Accounting and Audit Systems and procedures in a large public or private sector organization of repute with a turnover of not less than 2500 cr. p.a of which should include at least 7 years at the level of General Manager / Group General Manager or equivalent and 3 years at Director’s level. Should have worked in a computerized environment and should have adequate knowledge to handle financial management softwares.
(2) He/She should be well versed with the accounting standards including GAP, latest developments in tax and financial areas like IFRA etc., funds management, raising of funds, tender processes, contract terms and conditions and should be in a position to handle the latest computer softwares relating to financial and accounts management.
(3) Should have proven ability to handle related functions independently.
Job Requirements : He / She will be responsible for all Finance and Accounts functions including but not limited to the following;
(1) Overall supervision of the finance and accounts functions
(2) Fund management (receipts, payments, cash and bank transactions, cash and fund flow etc) including ensuring that the financial resources are secured and funds deployed efficiently andeffectively.
(3) Ensuring Financial Reporting including P&L, Balance Sheet etc, duly audited by Internal Audit / Statutory Audit.
(4) Project-related financial planning, follow up with funding agencies, submission of compliance , narrative reports and MIS
(5) Coordination with State Government, Government of India, Financial Institutions in India and overseas.
(6) Putting in place “Financial Manual”.
(7) Overseeing Installation of ERP packages in respect of Modules relating to Finance and Accounts
(8) Improving and implementing a comprehensive financial management plan that will ensure and efficient, effective and sustainable programme consistent with Project Policies
(9) Providing operational oversight from finance / accounts angle for the overall Project implementation.
(10) Co-ordinating the consolidation of the annual, short and long term financial plans, budgets, forecasts, prepare, analyse and report the results to the Management.
(11) Optimising deployment and ensuring adequacy of financial resources during the implementation of the Project.
(12) Appraisal of financial risks and remedial actions.
