RECRUITMENT OF CONSTABLE /PIONEER
(ELECTRICIAN, PLUMBER, MASON, CARPENTER,

BLACKSMITH, PAINTER AND WELDER)

Applications are invited from eligible male Indian citizens for filling up the following
Group- ‘C’ Non-Gazetted, Non-Ministerial posts in ITB Police on temporary basis likely to be
permanent. The post has all India liability and selected candidates can be posted anywhere in
India and even abroad. On appointment, the candidate shall be governed by the ITBPF Act and
Rules. Last date for receipt of applications is 17th September, 2010 for all States except for
Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Ladakh
Division of Jammu and Kashmir State, Lahaul and Spiti Distirct and Pangi Sub-Division of
Chamba District of Himachal Pradesh, Andaman & Nicobar Islands and Lakshadweep for which
last date is 24th September, 2010.

2. PAY SCALE AND OTHER ALLOWANCES: -
a) Pay Scale – (Pay Band- 1) Rs. 5200 – 20200 + Grade Pay Rs. 2,000/- per month.
b) Other allowances: The post will carry Dearness Allowance, Ration Money, Washing
Allowance as admissible from time to time, Special Compensatory Allowance while
posted in specified border areas, free uniform, free accommodation or HRA, Transport
Allowance, Free leave pass and any other allowance as admissible in the Force from
time to time under the rules/instructions. They will be covered under new restructured
defined contributory pension scheme.
3. A candidate appearing for the test should mention/intimate if any criminal case(s) is/are
pending/lodged against him in any police station/Hon’ble court.

5. ELIGIBILITY CONDITIONS:
(I) AGE:- 18 to 23 years (Cut-off date for determining the age will be 17/09/2010)
Note :-

(a) Upper age limit is relaxable for SC/ST by 5 years and for OBC by 3
years.
(b) Ex-Servicemen being trained soldier, only written test, trade test and
Medical fitness test to ascertain Medical category will be conducted.
Relaxation of upper age limit to the extent of military service plus 3 years
is applicable.
(c) Upper age limit is relaxable upto 5 years to the children and dependent
family members of those killed in 1984 riots and riots of 2002 in Gujarat.
SC/ST/OBC relaxation as per Govt. instructions will be in addition.
Children and dependent family member should produce a certificate to
that effect from the Collector of the concerned District where the victim
was killed.
(d) Upper age limit is relaxable upto 5 years to all persons who had ordinarily
been domiciled in the State of Jammu & Kashmir during the period from
01st day of January 1980 to 31st day of December 1989.
(e) Upper age limit is relaxable upto 5 years for Govt. servant in accordance
with the instructions issued by the Central Govt. Persons serving in
Govt./semi Govt. department may send their applications through proper
channel alongwith “No Objection Certificate” as per format in Annexure-
I.
i. Upper age limit will be relaxable upto the age of 40 years in respect of
persons who are working in post which are in the same line or allied
cadre
and where a relationship could be established that a service
rendered in the Department will be useful for efficient discharge of the
duties in other categories of post in the same Department, the age
concession will be admissible only where an employee has rendered
not less than three years continuous service in the same Department.
ii. Upper age limit will be relaxable upto 45 years in respect of
Departmental SC/ST candidates and 43 years in respect of
Departmental OBC candidates satisfying the above conditions.
(II) EDUCATIONAL & OTHER QUALIFICATIONS:-
Matric or equivalent from recognized Board (8th class pass for the ST
candidates of Mizoram state, Tirap and Changlang districts of Arunachal
Pradesh only) with:
(a)
One year experience in respective trade like ELECTRICIAN /
PLUMBING /MASONRY/CARPENTRY/BLACKSMITH/

PAINTING/ WELDING.

(b)
Preference will be given to those having certificate of trade from Industrial
Training Institute / Recognized Institution.

(III) PHYSICAL STANDARDS:-
(IV) MEDICAL STANDARDS:-
(a) Vision: Minimum distant vision should be 6/6 and 6/9 of both eyes without correction
i.e. without wearing glasses.
(b) The candidates must not have knock knee, flat foot, varicose vein or squint in eyes and
they should possess high colour vision. They must be in good mental and bodily health
and free from any physical defect likely to be interfere with the efficient performance
of duties.

6. HOW TO APPLY AND BY WHICH DATE:-
Eligible and interested candidates should send their Applications (duly filled in Hindi or
English only) complete in all respects and Candidate’s Admit Card duly filled in, in the prescribed
proforma as per Annexure ‘I’ and Annexure ‘II’ either type written or neatly hand written on
one side only on full size plain paper with passport size photographs affixed on application/admit
card (duly attested by Gazetted Officer) along with application fee, enclosures as in para-8 to the
authority mentioned above in Col. 7 of para-4, on or before the prescribed last date i.e.
17
th September, 2010 for all States except for Assam, Meghalaya, Arunachal Pradesh, Mizoram,
Manipur, Nagaland, Tripura, Sikkim, Ladakh Division of Jammu and Kashmir State, Lahaul and
Spiti District and Pangi Sub-Division of Chamba District of Himachal Pradesh, Andaman &
Nicobar Islands and Lakshadweep for which last date is 24th September 2010.

7. APPLICATION FEE: Application Fee will be Rs. 50/- (non-refundable) for candidates
belonging to General and OBC category only and no fee will be charged from SC/ST and Ex-
Servicemen candidates. The candidates should attach the Indian Postal Order or Crossed Demand
Draft drawn in favour of Inspector General (N/W) Frontier, ITBPF, payable at SBI, AFS
Chandigarh (UT), Code No -1495
.

8. ENCLOSURES REQUIRED TO BE ATTACHED WITH APPLICATION :-
Following be attached with the application form.
a) Attested copy of educational qualification, experience and date of birth certificate.
b) Photo copy or relevant category (SC/ST/OBC) and domicile certificate as per given
format.
c) Two latest passport size photographs. (One pasted on application form and another
on admit card duly attested).
d) IPO/Bank Draft of Rs.50/- (for General and OBC Candidates only).
e) Two self addressed envelopes of 4”X9” size with Rs. 5/- postage stamps affixed on
each envelope.
f) Envelope containing Application must be superscribed in bold letters
“APPLICATION FOR THE POST OF CONSTABLE (PIONEER) IN ITBP”


9. DOCUMENTS/CERTIFICATE REQUIRED TO BE BROUGHT AT THE TIME OF
RECRUITMENT TEST:-

(a) Original certificate alongwith attested copies of following:-
(i) Educational Certificate.
(ii) Date of birth Certificate. (Matriculation or 10th Class/8th Class certificate or
certificate issued by National Open School /National Institute of Open
School as proof of date of birth.) (8th Class pass certificate in the case of ST
candidates belonging to the state of Mizoram, Tirap and Changlang districts
of Arunachal Pradesh)
(iii) Experience/ITI Certificate.
(iv) Scheduled Caste/Scheduled Tribe/OBC Certificate (if belonging to any of
these categories) issued by an authority not lower than Tehsildar or SDM.
Note: - OBC certificate must be in prescribed proforma as attached at
Annexure –‘IV’.
(v) Domicile Certificate issued by local revenue authorities for verification of
citizenship / for claiming relaxation in height and chest.
(vi) Discharge certificate for Ex-Servicemen.

10. SELECTION PROCESS:
The eligible candidates shall be issued Admit Cards to appear in recruitment tests. The date
and place of recruitment test will be indicated in Admit Card. Candidates will have to
undergo the following tests:
a) Checking of Documents: The candidate will be required to produce the original
copy of the documents related to his Educational Qualification, Date of Birth etc. as
mentioned at para 9 above.
b) Physical Measurement: Candidates who are found eligible on scrutiny of
documents will be screened first for Height, Chest and Weight measurements.
c) Physical Efficiency Test: The candidates who are found fit in Physical
Measurements will be required to qualify Physical Efficiency Test consisting of
following events:-
(i) 1 mile race to be completed in six and half minutes
(ii) 11 feet long jump ( maximum 3 chances)
(iii) 3.5 feet high jump ( maximum 3 chances)
Note: 1. Those who do not qualify the above Physical Efficiency Tests will get
eliminated from the process there only and will not be allowed to
appear in further tests.
2. No Physical Efficiency Test will be held for Ex-Servicemen.
c) Written Test (50 Marks): The candidates who qualify in the Physical Efficiency
Test will be required to appear in a Written Test which will consist of objective as
well as descriptive type questions. The question paper will consist of questions on
General Awareness/General Knowledge, Knowledge of Elementary Mathematics
and ability to observe and distinguish patterns and to test basic knowledge of
candidate in English/Hindi. The papers can be answered either in Hindi or in
English. The candidate must qualify the Written Test.
d) Practical / Trade Tests (60 Marks): The candidates who qualify in the Written
Test will be put through Practical / Trade tests which will be conducted for all the
posts in respect of their trade. Candidates will have to qualify the trade test
33% for SC/ST/OBC
Qualifying Marks for
written & Trade test 35% for Gen./Ex.SM
e) Interview (15 Marks): - Interview shall be conducted after trade test.
f) Detailed Medical Examination: Candidates shortlisted in order of merit will be put
through Detailed Medical Examination to assess their fitness.

11- Appeal against Detailed Medical Examination:-
i)
A candidate declared unfit in Detail Medical Examination, if not satisfied with the
findings of the Medical Officer, can submit an appeal for his re-medical
examination with a Medical Fitness Certificate as per Annexure-“VI”, as a piece of
evidence about the possibility of an error of judgment in the decision of the Medical
Officer. The Medical certificate will not be taken into consideration unless it
contains a note by the medical practitioner concerned to the effect that it has been
given in full knowledge of the fact that the candidate has already been rejected as
unfit for appointment by a Medical Officer. The appeal will also not be taken into
consideration unless it contains Medical Re-examination fee of Rs. 25/- through
Indian Postal Order or Demand Draft in the name of Commandant, Base Hospital,
ITBP, New Delhi and rejection slip (in original) issued by the Presiding Officer.
The appeal should be submitted within 30 days from the date of issue of the
Rejection Slip (in which the finding of the Medical Officer is communicated to the
candidate) to the authority to whom the application was initially submitted. The
appeals received after the prescribed 30 days, without relevant documents will not
be entertained. ITBP will not be responsible for any kind of postal delay etc.
ii)
The decision of the Re-Medical Board of ITBP shall be final and no second appeal
will be entertained as per Govt. instructions and also no reply of the
correspondence/second appeal will be given/entertained._
12. All eligible candidates will be duly informed about the date and venue of the recruitment
tests through admit card. Candidates should come duly prepared for 6-7 days stay under
their own arrangements at the Recruitment Centre. The Government shall not be
responsible for damage/injury if any, to the individual sustained during the Physical
Efficiency Test. No TA/DA will be admissible. Incomplete applications will be
summarily rejected and no correspondence on this will be entertained. No application

after the last date as mentioned above will be accepted.
